immisofemHE CITY OF 17 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 15, 2018 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER AN APPLICATION FOR A PLANNED UNIT DEVELOPMENT <br /> (PUD) DEVELOPMENT PLAN TO DEMOLISH AN EXISTING, <br /> APPROXIMATELY 68,000-SQUARE-FOOT BUILDING AND CONSTRUCT <br /> AN APPROXIMATELY 87,000-SQUARE-FOOT TWO-STORY <br /> CARPENTER'S TRAINING CENTER (CTC) BUILDING AND OUTDOOR <br /> TRAINING AND STORAGE YARD WITH ASSOCIATED SITE <br /> IMPROVEMENTS LOCATED AT 2350 SANTA RITA ROAD <br /> SUMMARY <br /> The proposed project, to construct a new 87,000-square-foot Carpenter's Training <br /> Center (CTC) facility to replace an existing facility on the same site, has been under <br /> review since March 2017. This item was previously heard by the Planning Commission <br /> at a workshop on July 26, 2017, and public hearings on December 13, 2017, March 14, <br /> 2018, and April 25, 2018. During the workshop and hearing process, key issues have <br /> been the site design and location of the new building relative to Santa Rita Road, <br /> related treatment of the street frontage, and parking. <br /> At the March 14 public hearing, staff had recommended the Planning Commission deny <br /> the project, since, while supportive of the project's proposed replacement/renovation of <br /> the existing CTC facility, staff had significant concern that the new building sited on the <br /> southern portion of the property would not provide a positive street presence along <br /> Santa Rita Road and may be inconsistent with certain General Plan policies. However, <br /> the Planning Commission ultimately disagreed with staff's recommendation, determining <br /> instead that the project could address the frontage conditions with enhanced <br /> landscaping and public art, and that all necessary findings could be made. Accordingly, <br /> at the April 25 public hearing the Planning Commission adopted Resolution <br /> PC-2018-08, recommending City Council approve the proposed PUD Plan. <br /> PLANNING COMMISSION ACTION <br /> On April 25, 2018, the Planning Commission unanimously recommended approval of <br /> the application based on the findings included in the Planning Commission agenda <br /> report and subject to the conditions shown in Attachment 1 (Exhibit A).
