RESOLUTION NO. 18-1006 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE CITY OF PLEASANTON EMERGENCY OPERATIONS PLAN <br /> UPDATE <br /> WHEREAS, the preservation of life, property, and the environment is an inherent <br /> responsibility of local government; and <br /> WHEREAS, the City of Pleasanton may be subjected to emergencies and disasters <br /> of all types; and <br /> WHEREAS, the California Emergency Services Act requires cities to have an <br /> Emergency Operations Plan to ensure effective and efficient operations in the event of <br /> emergency or disaster; and <br /> WHEREAS, the federal National Incident Management System (NIMS) and <br /> California's Standardized Emergency Management System (SEMS) legislation require <br /> the creation, maintenance, training, and exercising of emergency response protocols by <br /> every local government; and <br /> WHEREAS, the State Legislature mandated that all such plans be written using <br /> the Standardized Emergency Management System (SEMS) structure; and <br /> WHEREAS, the City of Pleasanton Emergency Operations Plan describes how the <br /> City of Pleasanton will manage and respond to major emergency incidents including <br /> implementation of an Incident Command System and the Standardized Emergency <br /> Management System, National Incident Management System; and <br /> WHEREAS, the City of Pleasanton Emergency Operations Plan demonstrates the <br /> City of Pleasanton's steadfast commitment to disaster preparedness, and the safety and <br /> protection of its citizens, employees, and visitors; and <br /> WHEREAS, all City department heads have had opportunity to review and <br /> comment on the plan as written. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1: Accepts and adopts the Emergency Operations Plan attached hereto <br /> and incorporated herein by reference. <br /> SECTION 2: The Emergency Operations Plan will be reviewed, revised, and re- <br /> promulgated every five years or whenever substantial changes occur. <br /> SECTION 3: Changes to the annexes and appendices, and non-substantive <br /> changes to the Basic Plan, may be made without formal City Council approval. <br />
