PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC -2010-14 <br />RESOLUTION RECOMMENDING TO THE CITY COUNCIL TO DIRECT STAFF TO <br />STUDY THE FEASIBILITY OF INSTALLING A SOUNDWALL AND TO WORK WITH <br />ALAMEDA COUNTY SURPLUS PROPERTY AUTHORITY (ACSPA) <br />TO PLANT SAN JAOQUIN SPEARSCALE SEEDS, <br />AND TO CAREFULLY CONSIDER THE APPROPRIATE RATIO <br />FOR THE MITIGATION OF THE SAN JOAQUIN SPEARSCALE <br />WHEREAS, at its duly noticed public hearing on May 26, 2010, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of City staff concerning the Final Stoneridge Drive <br />Specific Plan Amendment Staples Ranch EIR Supplement (Final SEIR; <br />the California Environmental Quality Act (CEQA) Findings, Statement of <br />Overriding Considerations (SOC), and Mitigation Monitoring and Reporting <br />Plan MMRP) related to the Final SEIR; the Stoneridge Drive Specific Plan <br />Amendment (SDSPA); and the pre -zoning and rezoning of the Staples <br />Ranch site; and <br />WHEREAS, on May 26, 2010, the Planning Commission recommended the <br />certification of the Final SEIR, the rescission of the current CEQA <br />Findings, SOC, and MMRP and the approval of the revised CEQA <br />Findings, SOC and MMRP; the rescission of the current SDSPA and the <br />approval of the revised SDSPA; and the rescission of the current <br />pre -zoning and rezoning of the Staples Ranch site and adoption of an <br />ordinance to pre -zone and rezone the Staples Ranch site; and <br />WHEREAS, the Planning Commission believes that a soundwall along Stoneridge <br />Drive between Guzman and Trevor Parkways, the only area along <br />Stoneridge Drive that does not have a soundwall and where the front of <br />the houses face Stoneridge Drive, thereby facing the noise source, would <br />assist in mitigating noise along Stoneridge Drive; and <br />WHEREAS, the Planning Commission also believes that planting San Joaquin <br />spearscale seeds on the community park site as part of the park <br />construction would provide a greater level of mitigation of impacts to this <br />particular species closer to the area where the impact would occur; and <br />WHEREAS, the Planning Commission further believes that the appropriate ratio for the <br />mitigation of the San Joaquin spearscale should be carefully considered <br />as part of this project. <br />
