PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC -2009-15 <br />RESOLUTION RECOMMENDING THAT THE CITY COUNCIL ADOPT THE <br />CEQA FINDINGS AND STATEMENT OF OVERRIDING CONSIDERATIONS <br />PREPARED FOR THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE <br />DRAFT PLEASANTON GENERAL PLAN 2005-2025 <br />WHEREAS, the City of Pleasanton prepared a Draft Pleasanton General Plan 2005-2025 <br />("Project") and is considering its adoption; and <br />WHEREAS, the City, acting as lead agency under the California Environmental Quality <br />Act (CEQA), determined that an Environmental Impact Report (EIR) was <br />required for the Project and referred a Notice of Preparation of an EIR to all <br />affected/interested agencies, organizations, and persons on December 28, <br />2005; and <br />WHEREAS, the City conducted an environmental scoping meeting on January 30, 2006 <br />for members of the public to provide comments on items to be addressed in <br />the EIR; and <br />WHEREAS, the City prepared a Draft EIR for the Project, which was received at the <br />State Clearinghouse on September 22, 2008, and provided proper legal <br />notice of completion and the availability of the Draft EIR; and <br />WHEREAS, the Planning Commission held noticed public hearings on October 15, 2008 <br />and November 12, 2008, during the extended public comment period to <br />receive comments on the Draft EIR; and <br />WHEREAS, the City has also accepted and responded to comments received during <br />the extended public comment period regarding the Draft EIR from public <br />agencies having jurisdiction by law, persons having special expertise with <br />respect to any environmental impacts involved, and other persons and <br />organizations having an interest in the Project; and <br />WHEREAS, the Final EIR for the Project has been prepared and consists of the Draft <br />EIR, responses to comments received on the Draft EIR, and the revisions <br />to the EIR as shown on the Errata Sheet; and <br />WHEREAS, at its noticed public hearing of May 13, 2009, the Planning Commission <br />considered the Final EIR and found it to be complete and in compliance <br />with the California Environmental Quality Act (CEQA) and has <br />recommended to the City Council that it be certified. <br />
