ADJOURNMENT—The special meeting adjourned at 6:25 p.m. <br /> 1. CALL TO ORDER <br /> Vice Mayor Pentin called a special meeting of the City Council to order at the hour of 6:30 p.m. <br /> 2. DIRECTION ON THE TIMING AND FUNDING OF TRANSPORTATION IMPROVEMENTS <br /> NECESSARY TO ADVANCE THE JOHNSON DRIVE ECONOMIC DEVELOPMENT ZONE <br /> ADOPTION PROCESS <br /> Community Development Director Gerry Beaudin provided a staff report and made staff and <br /> consultant introductions. A PowerPoint Presentation was displayed. Staff primarily seeks City <br /> Council direction in regard to the timing of occupancy for future development to advance the <br /> Johnson Drive Economic Development Zone (JDEDZ), including the review of required traffic and <br /> transportation mitigation improvements and proposed financing options. It was acknowledged that <br /> conversations took place in regard to completing certain traffic and transportation mitigations prior <br /> to approval of a proposed Costco warehouse store. <br /> Mr. Beaudin provided a timeline of the existing project from 2013 through December 2017. He <br /> reviewed the 2014 through 2016 CEQA process and Initiative Measure MM. He noted the <br /> Measure was defeated. The key policy question before the City Council revolves around financing <br /> for transportation improvements. An Economic Development Zone would need to be legislatively <br /> created. <br />
