ADJOURNMENT—The special meeting adjourned at 6:25 p.m. 1. CALL TO ORDER Vice Mayor Pentin called a special meeting of the City Council to order at the hour of 6:30 p.m. 2. ROLL CALL Present: Councilmembers Brown, Narum, Olson, Vice Mayor Pentin Absent: Mayor Thorne 3. DIRECTION ON THE TIMING AND FUNDING OF TRANSPORTATION IMPROVEMENTS NECESSARY TO ADVANCE THE JOHNSON DRIVE ECONOMIC DEVELOPMENT ZONE ADOPTION PROCESS Community Development Director Gerry Beaudin provided a staff report and made staff and consultant introductions. A PowerPoint Presentation was displayed. Staff primarily seeks City Council direction in regard to the timing of occupancy for future development to advance the Johnson Drive Economic Development Zone (JDEDZ), including the review of required traffic and transportation mitigation improvements and proposed financing options. It was acknowledged that conversations took place in regard to completing certain traffic and transportation mitigations prior to approval of a proposed Costco warehouse store. Mr. Beaudin provided a timeline of the existing project from 2013 through December 2017. He reviewed the 2014 through 2016 CEQA process and Initiative Measure MM. He noted the Measure was defeated. The key policy question before the City Council revolves around financing for transportation improvements. An Economic Development Zone would need to be legislatively created.
