RESOLUTION NO. 17-916 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING <br /> THE AFFORDABLE HOUSING AGREEHENT BETWEEN THE CITY OF PLEASANTON AND <br /> IRBY I-;; NCH LLC AS FILED UNDER PUD-110 FOR PROPERTIES LOCATED AT 3988 <br /> FIRST STREET, 3878 STANLEY BOULEVARD, AND 3780 STANLEY BOULEVARD <br /> WHEREAS, Irby Ranch, LLC, (the "Developer"), has applied to the City for a General <br /> Plan Amendment, Specific Plan Amendment, Rezoning, Planned Unit Development (PUD) <br /> Development Plan, Vesting Tentative Map, Development Agreement, Affordable Housing <br /> Agreement, and Growth Management Agreement filed under Case Nos. PUD-110, P15-0245, <br /> P15-0246, P15-0405, and Vesting Tentative Map 8245 (the "Project"); and <br /> WHEREAS, after public notice, on July 14, 2016, the Housing Commission reviewed and <br /> recommended approval of the Affordable Housing Agreement, and <br /> \,�� HEREAS, on February 7, 2017, a duly-noticed public hearing was held by the City Council <br /> on the Project, including the Affordable Housing Agreement, and it considered all public testimony, <br /> agenda reports, and related materials, and the recommendations of staff and the Housing <br /> Commission, and <br /> 'HEREAS, the City Council determined that the conditions described in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 have not occurred for the proposed <br /> Project and found that the previously prepared Supplemental Environmental Impact Report <br /> (SEIR), including the adopted CEQA Findings and Statement of Overriding Considerations in City <br /> Council Resolution 12-492, for the Housing Element update and Climate Action Plan Amendment <br /> and Rezoning's, and the Addendum to the SEIR are adequate to serve as the environmental <br /> documentation for this Project and satisfy all the requirements of CEQA, and <br /> WHEREAS, the City Council considered all information presented at the public hearing <br /> regarding the terms of the Affordable Housing Agreement. <br /> NO', , THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECL RE, DETERNINE, AND ORDER THE FOLLOWING: <br /> SECTION 1 Finds that the ro osed Affordable Housing Agreement between the City of <br /> P P 9 9 <br /> Pleasanton and Irby Ranch LLC is consistent with the City's General Plan and the objectives of the <br /> City's affordable housing policies <br /> SECTION 2 Approves the Affordable Housing Agreement between the City of Pleasanton <br /> and Irby Ranch LLC, a copy of which is attached hereto as Exhibit A and incorporated herein by <br /> this reference, and authorizes the City Manager to sign the Affordable Housing Agreement in <br /> generally the form as shown in the attached Exhibit A, subject to minor modifications approved by <br /> the City Manager and City Attorney <br /> SECTION 3. This resolution shall become effective immediately upon the effective date of <br /> the ordinances approving PUD-110 and related development agreement. <br />
