11 <br /> THE CITY OF <br /> ,,,is lo 1:I CITY COUNCIL AGENDA REPORT <br /> pL-EASANTON. <br /> December 6, 2016 <br /> Operations Services Department <br /> TITLE: CONSIDER SUSPENSION OF WATER AND SEWER CPI INCREASE <br /> FOR CALENDAR YEAR 2017 AND AMEND RESOLUTIONS NOS. 15- <br /> 795, 15-796 AND 92-100 RELATING TO WATER AND SEWER RATES <br /> AND CHARGES <br /> SUMMARY <br /> Utility customers are scheduled to receive an annual Consumer Price Index (CPI) <br /> increase on their City of Pleasanton water and sewer rates January 1, 2017 and July 1, <br /> 2017, respectively This automatic annual adjustment was approved by City Council in <br /> October 2015, however it is proposed that Council consider suspending the 2017 CPI <br /> increase for one year, due to a second year of significant back-to-back Zone 7 wholesale <br /> water rate increases The one year suspension of the water and sewer CPI increase <br /> would result in reduced revenue of $600,000 Staff would bridge this shortfall by <br /> selectively trimming back on some of the regularly scheduled programmatic system <br /> improvements and upgrades this next fiscal year <br /> RECOMMENDATION <br /> Staff recommends the City Council suspend the automatic Consumer Price Index <br /> increase to the water and sewer rates for 2017 and amend Resolutions 15-794, 15-795, <br /> and 92-100 amending the Master Fee Schedule relating to the water and sewer rates and <br /> charges <br /> FINANCIAL STATEMENT <br /> The estimated loss in revenue to the Water and Sewer Funds is $600,000 (Water Fund <br /> $250,000 and Sewer Fund $350,000) <br />
