THE CITY OF <br /> t yaC.S� ,e CITY COUNCIL AGENDA REPORT <br /> im F..i�e1a I. it m <br /> pLEASANTON® <br /> November 15, 2016 <br /> City Manager <br /> TITLE: CONSIDER ACCEPTANCE OF THE DRAFT CIVIC CENTER/LIBRARY MASTER <br /> PLAN DOCUMENT AND PROVIDE DIRECTION ON FUTURE STEPS FOR <br /> CONSIDERATION OF THE MASTER PLAN BY PLEASANTON VOTERS IN 2018 <br /> SUMMARY <br /> The City Council approved the formulation of the Civic Center/Library Task Force in February of <br /> 2015 The Task Force was formed to explore options and make recommendations to the City <br /> Council regarding a potential new Civic Center/Library Master Plan This report is intended to <br /> update the City Council on the final work performed by the Task Force, review the Preliminary <br /> Draft Civic Center/Library Master plan, review the plan and policy changes that will be required <br /> to move forward with the project, and review the future steps towards implementing the plan <br /> should it garner City Council support The Task Force met monthly for approximately one year, <br /> and with the help of consultants and staff, has created a Draft Civic Center/Library Master Plan <br /> Document which relocates the Civic Center and library to the Bernal Property, allowing the <br /> redevelopment of the current Civic Center site consistent with the upcoming Downtown Specific <br /> Plan update Other issues addressed by the Task Force include the Civic Center's relationship <br /> to Bernal Community Park, parking and circulation, program efficiencies, pedestrian connections <br /> and safety, and the addition of a community center Approval of the Master Plan would require <br /> several amendments to existing policy documents and adopted plans including the General <br /> Plan, the Bernal Property Specific Plan, the Bernal Community Park Master Plan, the Cultural <br /> Plan, and the Park and-Recreation Master Plan The Civic Center/Library Master Plan contains <br /> sections on the history of civic center and library planning in the City and the planning for the <br /> Bernal Property, the objectives of the Master Plan, an analysis of the selected site, a description <br /> of the Master Plan program components, a description of the design process, a description of <br /> the proposed Master Plan design, a preliminary implementation plan, and a description of the <br /> public participation process to date The Master Plan has also been reviewed by several City <br /> commissions and the Economic Vitality Committee <br /> RECOMMENDATION <br /> Staff recommends that the Council take the following actions <br /> 1) Direct staff to move forward with the Draft Civic Center/Library Master Plan with the <br /> understanding that additional formal public hearings a vote of the people will be required <br /> for its ultimate approval <br /> 2) Direct staff to take the steps necessary to place the approval of a change to the Bernal <br /> Property Specific Plan on the November 2018 ballot <br />
