THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLA ) T6NC <br /> October 4, 2016 <br /> City Manager <br /> TITLE: APPROVE A STANDARD AGREEMENT WITH THE STATE OF <br /> CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY <br /> DEVELOPMENT FOR THE HOUSING RELATED PARKS PROGRAM <br /> (HRP); AUTHORIZE AN APPROPRIATION OF HRP FUNDING FOR <br /> IMPROVEMENTS TO KOTTINGER VILLAGE PARK; AND, AUTHORIZE <br /> A FUTURE HRP FUNDING AGREEMENT WITH MIDPEN HOUSING <br /> FOR THE PARK IMPROVEMENTS <br /> SUMMARY <br /> In June 2016, the City was notified that it has been awarded $330,900 in Housing- <br /> Related Parks (HRP) Program funding from the State of California Department of <br /> Housing and Community Development. The City must now authorize execution of a <br /> Standard Agreement with the State to receive the funds. The City's funding application <br /> identified improvements and enhancements to Kottinger Village Park as the HRP- <br /> eligible park project. Staff now recommends the City appropriate $330,900 for <br /> improvements to Kottinger Village Park, and authorize the City Manager to execute a <br /> future agreement with MidPen Housing, developer of the neighboring Kottinger Gardens <br /> senior housing project, in an amount not to exceed the total HRP grant to undertake <br /> pedestrian path and related improvements which shall be defined by the City Engineer. <br /> RECOMMENDATION <br /> It is recommended that the City Council: 1) approve execution of a Standard Agreement <br /> with the State of California Department of Housing and Community Development (the <br /> "Department"), in the amount of $330,900 from the Housing Related Parks Program; 2) <br /> appropriate $330,900 in HRP funding for improvements to Kottinger Park; 3) authorize a <br /> funding agreement with MidPen Housing for certain pedestrian path improvements to <br /> Kottinger Village Park related to the development of the Kottinger Gardens project in a <br /> scope to be identified by the City Engineer, in an amount not to exceed $330,900, and <br /> contingent upon execution of the Standard Agreement with the Department; and, 4) <br /> authorize the City Manager to act as the agent for the City on matters concerning the <br /> Standard Agreement, execution of other grant related documents, and execution of the <br /> funding agreement with MidPen Housing, subject to final form approval by the City <br /> Attorney's Office. <br />
