THE CITY OF 6 <br /> '" CITY COUNCIL AGENDA REPORT <br /> pLE ASANTONL <br /> August 16, 2016 <br /> Operations Services Department <br /> TITLE: CONSIDER ADOPTION OF RESOLUTION TO REAFFIRM STAGE 1 <br /> WATER CONSERVATION MEASURES OF THE WATER MANAGEMENT <br /> PLAN AND TERMINATE THE LOCAL DROUGHT EMERGENCY <br /> SUMMARY <br /> On June 7, 2016, the City Council took the following action on local drought changes: 1) <br /> Rescinded the Stage 3 mandatory water conservation of 25% and declared a Stage 1 <br /> water shortage with a voluntary 10% conservation level; 2) Continued the previously <br /> declared Local Drought Emergency; and 3)Adopted amendments to Municipal Code 9.30 <br /> (Water Management Plan). Subsequent to this meeting, on June 15, 2016, the Zone 7 <br /> Water Agency Board adopted a resolution ending the local drought emergency, and <br /> called for 10% voluntary water conservation throughout the Tri-Valley, as did the other <br /> Tri-Valley water retailers. <br /> Following the procedure specified by the State for a three-year drought analysis, Zone 7 <br /> determined that there is adequate water supply to meet the demand for the next three <br /> years. Based on Zone 7's action at its June 15, 2016 Board meeting, and its analysis of <br /> the Tri-Valley water supply comparative to the State Water Resources Control Board <br /> guidelines for self-certification for conservation requirements, staff recommends that <br /> Pleasanton reaffirms its Stage 1 water conservation measures with a 10% conservation <br /> goal and terminate the local drought emergency per Government Code §8630. <br /> RECOMMENDATION <br /> Adopt the resolution reaffirming Stage 1 water conservation measures and terminate the <br /> Government Code §8630 Local Drought Emergency. <br /> FINANCIAL STATEMENT <br /> No financial implications. <br />
