1 <br /> THE CITY OF <br /> C CITY COUNCIL AGENDA REPORT <br /> pL'EASANTONe <br /> June 21, 2016 <br /> City Manager's Office <br /> TITLE: APPROVE CITY OF PLEASANTON LEGISLATIVE PLATFORM 2016 <br /> SUMMARY <br /> The Legislative Platform guides the City's response to pending and possible legislation. <br /> The platform presents ten Guiding Principles, highlights nine planning and policy <br /> documents and identifies goals and strategies that guide advocacy efforts on behalf of <br /> the City's interests in these areas. <br /> Any issue or pending or possible legislation that is outside the scope of the Legislative <br /> Platform will be brought to the City Council for approval before a position is taken. <br /> RECOMMENDATION <br /> It is recommended that the City Council approve the 2016 Legislative Platform. <br /> BACKGROUND <br /> Each year the City Council Legislative Subcommittee meets to review and discuss <br /> pending and possible legislation as would benefit the City and its residents for <br /> recommendation to the City Council. The subcommittee met on May 20, 2016 and <br /> recommended forwarding the 2016 Legislative Platform for the City Council to consider. <br /> DISCUSSION <br /> The Legislative Platform presents ten Guiding Principles that represent a framework for <br /> organizing the City's legislative interests. They are: Pleasanton's Quality of Life, Safe <br /> and Secure Community, Sustainable Development, Pleasanton's Infrastructure, <br /> Environmental Awareness, health, Land Use and Preservation Issue, Fiscal <br /> Sustainability, Fiscal Sustainability, Effective and Cost-Efficient Government, Foster <br /> Economic Prosperity, Protect Local Control, Strengthen Youth Programs, and Services <br /> and Activities. These Guiding Principles are a representation of the City Council's <br /> current Priorities and Work Plan as well as several planning and policy documents: the <br /> General Plan 2005-2025, the Recycled Water ,Feasibility Study, the Economic <br /> Development Strategic Plan, the Pedestrian and IBicycle Master Plan, the Human <br /> Services Needs Assessment Strategic Plan, the Cultural Master Plan, the Youth Master <br /> Plan and the Parks and Recreation Master Plan.
