THE CITY `OF1 _ <br /> I1 CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> May 3, 2016 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER INTRODUCTION OF AN ORDINANCE APPROVING AN <br /> AMENDMENT TO PLEASANTON MUNICIPAL CODE CHAPTERS 18.68, <br /> 19.04, 19.20, AND 19.22 TO ALLOW FOR CONCURRENT PROCESSING OF <br /> PLANNED UNIT DEVELOPMENT (PUD) ZONING REQUESTS AND/OR PUD <br /> DEVELOPMENT PLANS WITH SUBDIVISION MAP APPLICATIONS <br /> SUMMARY <br /> Pleasanton Municipal Code Chapter 18.68 governs Planned Unit Development (PUD) <br /> Districts and PUD Development Plans. As currently written, the Municipal Code <br /> stipulates that no subdivision map may be processed concurrently with a PUD zoning <br /> request or PUD development plan. <br /> In order to implement a key recommendation of the Customer Service Review Team, <br /> staff is proposing a Municipal Code amendment that allows concurrent processing of <br /> subdivision maps with PUDs. The purpose of this amendment to the Municipal Code is <br /> to make better use of staff, Commission and Council time by processing zoning and <br /> tentative subdivision maps (or minor subdivision/parcel map) applications simultaneously, <br /> which will represent a major streamlining of the development review process that will <br /> save applicants time and money. <br /> PLANNING COMMISSION HEARING <br /> The Planning Commission unanimously recommended approval of the subject code <br /> amendment at its April 13, 2016 meeting. <br /> RECOMMENDATION <br /> 1. Find that the proposed amendment to the Municipal Code is exempt from the <br /> California Environmental Quality Act (CEQA); and <br /> 2. Introduce an ordinance approving Case P16-0826, amendment to the Pleasanton <br /> Municipal Code Chapters 18.68, 19.04, 19.20 and 19.22 as shown in Attachment 1. <br /> FINANCIAL STATEMENT <br /> The code amendment is expected to save staff time by concurrently processing PUDs <br /> with subdivision requests. <br />
