THE CITY OF _ 4 ` ~'{: F ,,� ' ' ' CITY COUNCIL AGENDA REPORT pLEASANTONC May 3, 2016 City Manager TITLE: CONSIDER ADOPTION OF RESOLUTION TO PARTICIPATE IN THE ALAMEDA COUNTY ENERGY COUNCIL JOINT POWERS AGENCY SUMMARY The Energy Council is a Joint Powers Agency that was formed in spring 2013, to seek funding on behalf of its member agencies to develop and implement programs and policies that reduce energy demand, increase energy efficiency, and advance the use of clean, efficient and renewable resources. In 2012, the Waste Management Authority Board directed staff to invite all of the 14 cities in Alameda County and the County itself to become members of the Energy Council. A deadline of March 29, 2013 was given for the initial formation of the Council. However, additional jurisdictions can join at a later time with the permission of the Energy Council Board. The Energy Council benefits member agencies in providing greater competitiveness in obtaining funding and strengthening local staff capacity. The Energy Council does not have power to impose taxes or fees; it does not require contributions or other payments from member agencies; and it has the power to adopt ordinances provided that the ordinance only applies if a member agency adopts a resolution to "opt-in". Current Energy Council priorities relate to single family retrofits, multifamily retrofits, innovate financing for EV charging infrastructure, labeling and recognition programs, advocacy for next cycle of Codes and standards, integrated services for small/medium commercial businesses, water/energy nexus, addressing regulatory and technical barriers to fuel switching, and local energy resiliency. RECOMMENDATION Adopt resolution to request City of Pleasanton's admission into the Energy Council. FINANCIAL STATEMENT There are no financial impacts associated with participating in the Energy Council.
