THE CITY OF 9 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> March 15, 2016 <br /> Community Development <br /> Planning Division <br /> TITLE: P16-0587 AND P16-0588, 273 SPRING STREET — CONSIDER: (1) AN <br /> APPLICATION FOR DESIGN REVIEW TO CONSTRUCT AN <br /> APPROXIMATELY 1,822-SQUARE-FOOT, TWO-STORY COMMERCIAL/ <br /> OFFICE BUILDING WITH FIVE ATTACHED THREE-STORY MULTI- <br /> FAMILY RESIDENTIAL UNITS; AND (2) APPROVE FIVE GROWTH <br /> MANAGEMENT UNIT ALLOCATIONS FOR THE PROJECT <br /> APPLICANT: H. James Knuppe <br /> SUMMARY <br /> The revised application is for a mixed-use project that includes a two-story <br /> commercial/office building (approximately 1,822 square feet) with five attached, three- <br /> story multi-family residential units (ranging between approximately 1,988 to 2,482 <br /> square feet each) at 273 Spring Street. An earlier version of this project was considered <br /> by City Council at a public hearing on February 2, 2016 (continued from January 19, <br /> 2016). At that hearing, Council requested changes to the project, which have been <br /> incorporated into the current proposal. A Planned Unit Development (PUD) is no longer <br /> necessary for this project since tandem parking for the multi-family residential units is no <br /> longer proposed. <br /> This report contains a summary of the changes in the proposal as compared to the <br /> February 2, 2016 version reviewed by Council, as well as minor edits to the <br /> recommended conditions of approval (Attachment 1, Exhibit A) and revised plans <br /> (Attachment 1, Exhibit B). For more detailed information related to the project, please <br /> refer to the December 9, 2015 Planning Commission staff report (Attachment 2 to <br /> Attachment 3 of this report) and the previous City Council staff report (Attachment 3 of <br /> this report). <br /> PLANNING COMMISSION RECOMMENDATION <br /> On December 9, 2015, the Planning Commission, on a 3-2 vote, recommended to the <br /> City Council approval of the PUD Rezoning and Development Plan applications, based <br /> on the PUD findings of approval (included in Attachment 2 to Attachment 3 of this <br /> report) and subject to the conditions listed in Exhibit A (Attachment 1, Exhibit A). For a <br /> detailed description of the discussion at the meeting, please see the attached minutes in <br /> Attachment 3 to Attachment 3 of this report. <br /> RECOMMENDATION <br /> 1. Find that the project would not have a significant effect on the environment pursuant <br /> to Section 15332 (In-Fill Development Projects) of the California Environmental <br /> Quality Act (CEQA) Guidelines; <br />
