THE CITY rOF4 • ^ <br /> L�ii ode �''r.^=dal L <br /> L�EAS4NTONo CITY COUNCIL AGENDA REPORT <br /> March 1, 2016 <br /> City Manager <br /> TITLE: APPROVE SUBMITTAL OF AN APPLICATION FOR THE HOUSING <br /> RELATED PARKS PROGRAM TO THE STATE OF CALIFORNIA <br /> DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT <br /> SUMMARY <br /> Staff recommends approval of a funding application to the State of California <br /> Department of Housing and Community Development for the Housing-Related Parks <br /> Program. If approved, the City could receive up to $302,600 for park and recreation <br /> facility improvements. Staff recommends the application identify Kottinger Village Park <br /> as the proposed park project for funding in order to provide enhancements for the <br /> adjacent Kottinger Gardens senior housing expansion and the surrounding <br /> neighborhood. <br /> RECOMMENDATION <br /> It is recommended that the City Council: 1) approve submittal of an application to the <br /> State of California Department of Housing and Community Development, Housing- <br /> Related Parks Program; and, 2) authorize the Assistant City Manager to act as the <br /> Agent for the City on matters concerning the application and execution of program <br /> agreements and all related documents if applicable. <br /> FINANCIAL STATEMENT <br /> Staff estimates the amount of funding the City is eligible to receive based on the number <br /> of affordable housing "starts" (i.e. building permits or certificates of occupancy) during <br /> the program period is $302,600. Matching funds are not required by the program. If <br /> awarded, funds would be appropriated through a future budget action to be considered <br /> by City Council. All funds would be required to be appropriated by April 30, 2018 and <br /> spent by June 30, 2018. <br />
