6 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> February 16, 2016 <br /> Community Development Department <br /> Planning Division <br /> TITLE: CONSIDER ADOPTION OF THE LIONS WAYSIDE AND DELUCCHI <br /> PARKS MASTER PLAN FINAL INITIAL STUDY/MITIGATED NEGATIVE <br /> DECLARATION <br /> SUMMARY <br /> On September 16, 2014, City Council approved the Lions Wayside and Delucchi Parks <br /> Master Plan (Master Plan), which envisions unifying and reprogramming the two parks <br /> to improve function, safety and aesthetics. One key component of the Master Plan is the <br /> proposed undergrounding of the drainage swale in Lions Wayside Park to unite the east <br /> and west side of the park. Undergrounding the drainage swale will require the City to <br /> secure permits from government agencies with jurisdiction over natural resources and <br /> review of the drainage swale project pursuant to the California Environmental Quality <br /> Act (CEQA). To satisfy permitting and CEQA requirements, the City, with consultant <br /> assistance, prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) to <br /> accompany the permitting package for the drainage swale project. The Final IS/MND, <br /> prepared after the 30-day public/agency review period, includes responses to public and <br /> agency comments received on the Draft IS/MND. As indicated in the Final IS/MND, the <br /> drainage swale project, with the implementation of identified mitigation measures, can <br /> be undertaken without significant physical environmental impacts. <br /> RECOMMENDATION <br /> 1. Approve the attached resolutions adopting the Final IS/MND for the Lions Wayside <br /> and Delucchi Parks Master Plan (Attachment 1) and adopting the Mitigation <br /> Monitoring and Reporting Program (Attachment 2); and <br /> 2. Authorize the Director of Community Development to file a Notice of Determination <br /> with the California State Clearinghouse and the Alameda County Recorder-Clerk. <br /> FINANCIAL STATEMENT <br /> The cost associated with filing the Notice of Determination is $2,260.25, including the <br /> $2,210.25 California Department of Fish and Wildlife Recording Fee and $50 Alameda <br /> County Processing Fee. <br />
