CITY OF PLEASANTON <br /> CITY COUNCIL <br /> REGULAR MEETING MINUTES <br /> October 20, 2015 <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Olson led the <br /> Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> Councilmember Pentin requested removal of Item 12; PUD-25. He has requested an opinion from the <br /> FPPC on this agenda item and he hoped to receive an answer by the next Council meeting. City <br /> Manager Fialho stated the FPPC informed the City it will take approximately 30 days on the item. Staff <br /> will continue the item to November 3, 2015, assuming a response is received. If no response is <br /> received from the FPPC, the item will automatically be continued to November 17, 2015. <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Approved a contract with Field Paoli Architects for technical assistance for support in the <br /> preparation of the Civic Center/Library Master Plan <br /> Community Development <br /> 2. Actions of the Zoning Administrator and Planning Commission <br /> 3. Waived full reading and adopted Resolution No. 15-798 initiating annexation proceedings for <br /> Reorganization No. 154 to Alameda County LAFCo (Local Agency Formation Commission) for the <br /> three properties located at 6300 Alisal Street (Janet Linfoot), 6352 Alisal Street (Daniel and Cindy <br /> Marks), and 6360 Alisal Street (Steve and Darlene Mix), totaling approximately 11.81 acres; and <br /> Resolution No. 15-799 approving and authorize execution of a Tax Sharing Agreement with <br /> Alameda County for Annexation No. 154 <br /> 4. Waived second reading and adopted Ordinance No. 2129 approving the applications of <br /> Ponderosa Homes II, Inc. for planned unit development (PUD) rezoning and development plan <br /> approval, as filed under Case PUD-111 —Councilmember Brown Voted No <br /> Councilmember Pentin referred to Condition Nos. 17, a, b and c and said these indicate the <br /> requirement for disclosures to new neighbors regarding surrounding uses. He thought there would be a <br /> disclosure about possible planning for the East Side Specific Plan in the future. City Manage Fialho <br /> said staff will amend the conditions to include this provision. <br /> Councilmember Pentin referred to Item 31 on page 6 of 29 about grey water conditions of approval. It <br /> states "shall investigate" and "strongly urge" to install water systems such as grey water. He asked if <br /> the wording should be changed to "shall" or "should". Assistant City Manager Brian Dolan said this is a <br /> standard condition when the Planning Commission encouraged people to save water from the roof, in <br /> showers, and to be creative; however, they did not specify what it would be. Staff has worked with <br />
