THE CITY OF LL
pLEASANTON< CITY COUNCIL AGENDA REPORT
October 6, 2015
Economic Development
Community Development
TITLE: INITIATE DOWNTOWN PARKING STRATEGY AND IMPLEMENTATION PLAN
SUMMARY
Several recent redevelopment projects in the pipeline or already complete indicate a
positive trend for economic growth in Downtown Pleasanton. While this new activity within
the commercial district is welcomed, it is increasing the demand for parking. To determine
how best to ensure sufficient and efficient parking in the downtown area in both the near-
and long-terms, staff is outlining a process to review and address both parking supply
and parking management. These steps will result in a range of actions that are sensitive
to the desire to foster economic development and a pedestrian-oriented downtown while
meeting the parking demand of local businesses and residents. Staff proposes to begin
with a downtown parking analysis and feasibility study, which will allow for a reasoned
and focused evaluation of various physical improvements and parking management
options. With recommendations in hand, staff will return to the City Council with a parking
strategy and implementation plan.
RECOMMENDATION
Authorize staff to initiate the development of a downtown parking strategy and
implementation plan.
FINANCIAL STATEMENT
Funding for a downtown parking analysis and feasibility study not to exceed $100,000 is
included in the FY15-16 Capital Improvement Program budget. With City Council
authorization, staff will issue an RFP to prepare the proposed parking supply/demand and
feasibility study and request Council's approval to award a contract at an upcoming City
Council meeting.
