THE CITY OF 5 <br /> - ' "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> October 6, 2015 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br /> WATER AND SEWER CONNECTIONS FOR APN 949-0007-016-02 <br /> (NAVA!) <br /> SUMMARY <br /> The property owners of a vacant property on Sycamore Road (no address has been <br /> assigned yet) are requesting that water and sewer service be established to serve their <br /> proposed residence located within the Happy Valley Specific Plan area, outside City <br /> limits. Alameda County's Department of Environmental Health restricts the installation <br /> of new septic systems when a sanitary sewer main is within 200 feet of a property. <br /> Therefore, the property owners are requesting connection to the City sewer and water <br /> systems for a new home to be constructed on the subject property. Prior to allowing a <br /> property located within the County to connect to City water and sewer systems, the City <br /> requires the property owner to enter into a preannexation agreement. If the <br /> preannexation agreement is approved, the City must apply for and receive on the <br /> owner's behalf an "out-of-area service" agreement from the Alameda County Local <br /> Agency Formation Commission (LAFCo). The Livermore-Amador Valley Water <br /> Management Agency (LAVWMA) may also require approval of the connection. <br /> RECOMMENDATION <br /> 1. Approve the preannexation agreement between the Navais and the City of <br /> Pleasanton, subject to modifications approved by the City Manager and City <br /> Attorney, and authorize the City Manager to execute the agreement. <br /> 2. Authorize staff to file an application with LAFCo for the extension of water and <br /> sewer service to this parcel, and authorize staff to seek LAVWMA approval, if <br /> needed, of the connection. <br /> 3. Authorize one connection of the Navai parcel located at APN 949-0007-016-02 to <br /> the City water and sanitary sewer system, provided: all connection work is done <br /> to the satisfaction of the City Engineer; all costs are borne by the property owners; <br /> and the proposed extension of City services is approved by LAFCo and <br /> LAVWMA, if needed. <br />
