THE CITY OF <br />pLEASANTONC <br />CITY COUNCIL AGENDA REPORT <br />5 <br />July 21, 2015 <br />City Manager's Office <br />TITLE: CONSIDER ADOPTION OF A RESOLUTION TO ALLOW THE LUND <br />FAMILY TO TRANSFER UNUSED SEWER CONNECTIONS FROM THE <br />1986 PRE-SALE TO THIRD PARTIES, SUBJECT TO APPROVAL BY THE <br />DUBLIN SAN RAMON SERVICES DISTRICT AND OTHER CONDITIONS <br />SUMMARY <br />In 1986, the Lund family helped provide capital funding for the sewer system expansion <br />sought by the Dublin San Ramon Services District (DSRSD) and Livermore Amador <br />Valley Waste Management Authority (LAVWMA). The Lunds bought 100 residential <br />sewer connections in advance of development of their property in South Pleasanton. <br />None of those sewer connections have been used to date. Now, the Lunds seek City <br />approval to sell unused sewer capacity to third parties not located on their original <br />property. As such off -site sale was not part of the Advance Sale Sewer program, the <br />City would need to approve such modification. <br />RECOMMENDATION <br />Allowing the sale and transfer of unused sewer capacity off -site to third parties is <br />recommended upon approval by the Dublin San Ramon Services District and subject to <br />other conditions. <br />FINANCIAL STATEMENT <br />No fiscal impact, as the Lunds pre -paid for the sewer capacity in 1986. If unused <br />capacity is sold and transferred, when new buyers connect to the sewer system, such <br />buyers still must pay City sewer connection fees. <br />
