MINUTES CITY OF PLEASANTON SPECIAL CITY COUNCIL MEETING April 7, 2015 3 Mayor Thorne called the special meeting to order at the hour of 7:02 p.m., and led the Pledge of Allegiance. ROLL CALL Present: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne Absent: None PUBLIC COMMENT Howard Mendenhall asked the Council to strongly consider the use of native plants and grasses as part of Item No. 1. He said that current watering conditions at city parks, which remain far too green, is troubling at the very least and asked that the city strive to conserve more than the mandatory 25 %. Julie Lauer said that she and many others value Pleasanton for its strong downtown and high quality of life. However, she expressed concem that the cost of doing business here is not at all competitive and is often prohibitively high. As the Council contemplates a proposed increase in user fees for Development Relates Services, she requested that they ask the following: What impact will the increases have on the quality of life for all citizens? Will the increase accelerate entitlements? Will the increase add to the diversity of downtown entertainment and dining options? Do these fees encourage or discourage better businesses from coming to Pleasanton? Mayor Thome explained that the Council is not considering the specifics of the fee structures themselves this evening but rather contemplating whether to allow staff to present its recommendations to the city's Economic Development Committee and business community. PUBLIC HEARING AND OTHER MATTERS: 1. Consider approval of construction contracts with Goodland Landscape Construction, Inc., Valley Precision Grading, Inc., Harris Design, BSK Engineers and DMA/DiGeronimo Sports Design Group LLC) a City Fund Transfer in the amount of $2,000,000 and an appropriation of $480,924 from the City In -Lieu Park Dedication fee reserve funds required for the construction of the Bernal Community Park, Phase II Lighted Sports Fields and the Oak Woodland Area Open Space Area on the City's Bernal property Assistant City Manager Bocian presented the staff report. He provided a brief overview of the various agreements related to the 16.5 -acre Bernal Community Park Phase II and the 40 -acre adjacent parcel known as the Oak Woodland Open Space Area. He shared several visual schematics of each project, focusing first on the 3 lighted all- weather multi -use sports fields and associated amenities. He called particular attention to natural setting of the Oak Woodland Area, particularly the variety of landscapes, extensive trail system and passive recreation opportunities, and noted that no irrigation is intended for any portion of this project. As required by law, the city engaged in a public bidding process to secure proposals for the combined project. Staff received a total of 10 bids with a range of prices and is recommending that the contract be awarded to the lowest bidder, Goodland Landscape Construction, Inc. In addition to the base bid totaling $10,301,000, staff prepared a number of add alternates to give the Council the latitude to
