RESOLUTION NO. 15-749 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING THE MASTER FEE SCHEDULE TO: ADD NEW ADMINISTRATIVE AND LATE FEES FOR RETIREES' MEDICAL INSURANCE PAYMENTS; ADD PENALTY WHEN EXCEEDING TIME LIMIT FOR PARKING ON CITY PROPERTY; ADD PENALTY WHEN VIOLATING RESERVED PARKING FOR CHARGING ELECTRIC VEHICLE; UPDATE AGRICULTURAL MITIGATION FEE FOR VINEYARD CORRIDOR WHEREAS, the City provides qualified retirees with some medical benefits, and there are retirees who must pay the City the difference between the cost of the retirees' medical insurance and the City-paid amount earned as the retirement benefit; and WHEREAS, a Monthly Administrative Fee for retirees who do not use an automatic payment [thus requiring City staff to send a monthly bill by mail and manually process each payment] and a Late Fee [to begin to cover City staff costs for contacting retiree about late payment and interfacing with insurance provider about keeping insurance current] are imposed on those retirees who must pay this difference in the medical insurance cost but do not use automatic payment, or who are late and do not pay by date specified on the invoice, respectively, with these fees added to the Master Fee Schedule; and WHEREAS, parking fines are also proposed for persons who park vehicles in excess of the time limits posted on City property, as well as for persons who violate restrictions for parking for charging electric vehicles in such designated spaces; and WHEREAS, the Tri-Valley Conservancy has provided new information about the current cost per acre for an agricultural easement in the Vineyard Avenue Corridor Specific Plan Area. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The Master Fee Schedule, Section I. General and Administrative Fees, is amended to add a new Subsection G, as follows: G. Retiree Medical Insurance Administrative Fees Mdnthly Administrative Fee [when not using automatic payment] $5.00 Late Fee [when payment not received by due date on invoice] $25.00 SECTION 2. The Master Fee Schedule, Section V. Police, is amended to add a new Parking Penalty to Subsection H, as follows: Offense: Time limit for parking on City property PMC 11.36.190 $56.00 Reserved parking for charging electric vehicle PMC 11.36.230 $56.00 SECTION 3. The Master Fee Schedule, Section XI. Development Impact Fees, is amended in Subsection H, Agricultural Mitigation Fee, as follows: Vineyard Avenue Corridor Specific Plan Area $25,752
