RESOLUTION NO. 15-749 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING THE <br /> MASTER FEE SCHEDULE TO: ADD NEW ADMINISTRATIVE AND LATE FEES FOR <br /> RETIREES' MEDICAL INSURANCE PAYMENTS; ADD PENALTY WHEN EXCEEDING TIME <br /> LIMIT FOR PARKING ON CITY PROPERTY; ADD PENALTY WHEN VIOLATING <br /> RESERVED PARKING FOR CHARGING ELECTRIC VEHICLE; UPDATE AGRICULTURAL <br /> MITIGATION FEE FOR VINEYARD CORRIDOR <br /> WHEREAS, the City provides qualified retirees with some medical benefits, and there <br /> are retirees who must pay the City the difference between the cost of the retirees' medical <br /> insurance and the City-paid amount earned as the retirement benefit; and <br /> WHEREAS, a Monthly Administrative Fee for retirees who do not use an automatic <br /> payment [thus requiring City staff to send a monthly bill by mail and manually process each <br /> payment] and a Late Fee [to begin to cover City staff costs for contacting retiree about late <br /> payment and interfacing with insurance provider about keeping insurance current] are imposed <br /> on those retirees who must pay this difference in the medical insurance cost but do not use <br /> automatic payment, or who are late and do not pay by date specified on the invoice, <br /> respectively, with these fees added to the Master Fee Schedule; and <br /> WHEREAS, parking fines are also proposed for persons who park vehicles in excess of <br /> the time limits posted on City property, as well as for persons who violate restrictions for parking <br /> for charging electric vehicles in such designated spaces; and <br /> WHEREAS, the Tri-Valley Conservancy has provided new information about the current <br /> cost per acre for an agricultural easement in the Vineyard Avenue Corridor Specific Plan Area. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The Master Fee Schedule, Section I. General and Administrative Fees, is <br /> amended to add a new Subsection G, as follows: <br /> G. Retiree Medical Insurance Administrative Fees <br /> Mdnthly Administrative Fee [when not using automatic payment] $5.00 <br /> Late Fee [when payment not received by due date on invoice] $25.00 <br /> SECTION 2. The Master Fee Schedule, Section V. Police, is amended to add a new <br /> Parking Penalty to Subsection H, as follows: <br /> Offense: <br /> Time limit for parking on City property PMC 11.36.190 $56.00 <br /> Reserved parking for charging electric vehicle PMC 11.36.230 $56.00 <br /> SECTION 3. The Master Fee Schedule, Section XI. Development Impact Fees, is <br /> amended in Subsection H, Agricultural Mitigation Fee, as follows: <br /> Vineyard Avenue Corridor Specific Plan Area $25,752 <br />
