THE CITY OF 23 <br /> L3 <br /> CITY COUNCIL AGENDA REPORT <br /> pLE ASANTON. <br /> June 2, 2015 <br /> Law Department <br /> City Clerk's Office <br /> City Manager's Office <br /> TITLE: A RESOLUTION TO PLACE ON THE NOVEMBER 3, 2015 BALLOT AN <br /> ADVISORY MEASURE REGARDING THE EAST PLEASANTON <br /> SPECIFIC PLAN PROCESS; REQUESTING CONSOLIDATION WITH <br /> THE NOVEMBER ELECTION; DETERMINATION REGARDING <br /> BALLOT ARGUMENTS; AND ESTABLISHING VARIOUS ELECTION <br /> PROCEDURES <br /> SUMMARY <br /> At the Council's May 19, 2015 meeting, the Council agreed to consider placing before <br /> the voters an advisory measure regarding the East Pleasanton Specific Plan (EPSP) <br /> process. To proceed with an advisory ballot measure, Council must select the wording <br /> of the ballot question, choose who will write arguments regarding the measure, and <br /> adopt a resolution asking the Alameda County Board of Supervisors to consolidate this <br /> measure with the November 3, 2015 election. <br /> RECOMMENDATION <br /> 1. Select ballot language <br /> 2. Select councilmembers to author direct arguments in favor and/or against the <br /> advisory measure; allow rebuttal arguments; select councilmembers to write <br /> rebuttal arguments; and establish deadlines for submittal of arguments. <br /> 3. Adopt resolutions to: call for a special election on November 3, 2015; request <br /> for consolidation of special election; set deadlines for arguments and direct City <br /> Attorney to prepare an impartial analysis; provide for rebuttal arguments. <br /> FINANCIAL STATEMENT <br /> A ballot measure for the November 2015 election (which the County Registrar of Voters <br /> advises is a stand alone special election as no State or other county-wide measures are <br /> currently proposed) is expected to cost approximately $494,844 to $618,555. If another <br /> county-wide measure were to be placed on the November 2015 ballot, the cost would <br /> be approximately $164,948 to $247,422. If a ballot measure is set on the March 8, <br /> 2016 ballot, it could be an all-mail ballot and cost approximately $288,659 to $371,133. <br />
