THE CITY OF Continued from May 19, 2015 <br /> � '° "'sim CITY COUNCIL AGENDA REPORT 24 <br /> pLEASANTONo <br /> June 2, 2015 <br /> Community Development <br /> Planning Division <br /> TITLE: P14-1186, CONSIDER (A) AN APPEAL OF THE PLANNING <br /> COMMISSION'S APPROVAL FOR DESIGN REVIEW TO CONSTRUCT <br /> AN APPROXIMATELY 6,841-SQUARE-FOOT TWO-STORY CUSTOM <br /> HOME AND RELATED LANDSCAPE AND SITE IMPROVEMENTS, <br /> AND (B) APPROVAL OF A GROWTH MANAGEMENT AGREEMENT <br /> APPLICANT: Nagib Haddad <br /> APPELLANT: Gary and Candileigh Monzo <br /> SUMMARY <br /> Nagib Haddad requested Design Review (DR) approval to construct an approximately <br /> 6,841-square-foot two-story custom and related landscape and site improvements, <br /> including approximately 23,817 square feet of grading on a vacant lot located at 8019 <br /> Golden Eagle Way within Golden Eagle Farm. <br /> On March 25, 2015, the Planning Commission approved the DR, finding that the design of <br /> the home met the intent of the Golden Eagle Farm Architectural Design Guidelines (Design <br /> Guidelines) and that the grading was appropriate to accommodate the proposed project <br /> and that it would not be detrimental to the public health, safety, or welfare, of the properties <br /> in the vicinity. <br /> Gary and Candileigh Monzo, property owners and neighbors adjacent to the subject site at <br /> 8023 Golden Eagle Way, subsequently filed an appeal of this approval dated April 6, 2015, <br /> included in Attachment 3. <br /> PLANNING COMMISSION ACTION <br /> On March 25, 2015, the Planning Commission approved (4-1 vote) the DR application. <br /> RECOMMENDATION <br /> Staff recommends that the City Council adopt the resolution (Attachment 1) (A) denying <br /> the appeal and upholding the approval of the Planning Commission, subject to the <br /> Conditions of Approval in Exhibit A of Attachment 1, which are consistent with those <br /> approved by the Planning Commission, and (B) approve the Growth Management <br /> Agreement in Exhibit B. <br /> FINANCIAL STATEMENT <br /> The proposed home would have a negligible financial impact on the City. Increases in <br /> property taxes would be used to provide services, such as police, fire, etc., for the <br /> increased demand generated by the home. <br />
