THE CITY Of <br /> CITY COUNCIL AGENDA REPORT 3 <br /> PL EASANTONo <br /> March 17, 2015 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVAL OF THE FIRST AMENDMENT TO THE PROFESSIONAL <br /> SERVICES AGREEMENT WITH ENVIRONMENTAL SCIENCE ASSOCIATES <br /> (ESA) FOR SERVICES IN THE AMOUNT NOT TO EXCEED $66,531 FOR <br /> ADDITIONAL CONSULTANT AND SUBCONSULTANT TRAFFIC ANALYSIS <br /> ASSOCIATED WITH THE JOHNSON DRIVE ECONOMIC DEVELOPMENT <br /> ZONE ENVIRONMENTAL IMPACT REPORT (EIR) <br /> SUMMARY <br /> At its July 15, 2014, meeting, the City Council approved the award of a Professional <br /> Services Agreement (Agreement) with ESA for preparation of an EIR pursuant to the <br /> California Environmental Quality Act (CEQA) evaluating the effects of the Johnson Drive <br /> Economic Development Zone in the amount of $142,326, and authorized the City <br /> Manager to enter into the above-noted Agreement with ESA, as well as a reimbursement <br /> agreement with Nearon Enterprises for the full costs of the Agreement (Attachment 3). <br /> Staff is requesting approval of a First Amendment to the Agreement to include ESA and <br /> subconsultant costs associated with additional project area traffic analysis necessary for <br /> the EIR in an amount not to exceed $66,531 (Attachment 2), raising the total Agreement <br /> amount to $208,857. <br /> RECOMMENDATION <br /> 1. Approve the First Amendment to the Professional Services Agreement with ESA for <br /> consultant and subconsultant costs associated with additional project area traffic <br /> analysis necessary for the Johnson Drive Economic Development Zone EIR in the <br /> amount not to exceed $66,531. <br /> 2. Authorize the City Manager to enter into the above-noted First Amendment to the <br /> Agreement with ESA (Attachment 1). <br /> FINANCIAL STATEMENT <br /> Like the initial costs of the Agreement, the First Amendment costs would be paid in full by <br /> Nearon Enterprises, pursuant to the approved reimbursement agreement. Planning <br /> Division review and administration of the project will continue to be conducted by staff <br /> and is part of the Current Planning budget. <br />
