THE CITY OF 7 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> February 3, 2015 <br /> Assistant City Manager <br /> Community Development <br /> TITLE: INTRODUCTION OF AN ORDINANCE AMENDING CHAPTER 17.36 OF THE <br /> PLEASANTON MUNICIPAL CODE CONCERNING THE GROWTH <br /> MANAGEMENT PROGRAM <br /> SUMMARY <br /> In 2010, the City Council appointed then councilmembers McGovern and Thorne to act <br /> as a Growth Management Subcommittee (Subcommittee) for the purpose of <br /> recommending amendments to the City's Growth Management Ordinance (GMO) to <br /> address conditions resulting from the 2009 Urban Habitat Settlement Agreement <br /> concerning the City's housing cap and the City's Regional Housing Needs Allocation <br /> (RHNA) numbers generated as part of the state's Housing Element process. As an <br /> outcome of this review, in November 2012 the City Council adopted an amended GMO <br /> that addressed the most critical RHNA and settlement requirements. However, the <br /> Subcommittee also indicated that it anticipated the Council would consider additional <br /> amendments to assure the GMO continues to meet City needs and state requirements. <br /> As anticipated, as part of recently approved Housing Element, the City committed, <br /> through Program 30.2, to review the GMO as it relates to accommodating affordable <br /> housing units. To that end, staff has recently reviewed the GMO and is recommending <br /> amendments to improve its administration and to address Program 30.2 of Housing <br /> Element. <br /> In general, the amendments address four GMO features; 1) changing the method of <br /> tracking housing unit allocations from the issuance of building permits to the PUD <br /> approval of new units, 2) addressing the tracking of housing units approved by the City's <br /> Zoning Administrator as part of a design review process, 3) establishing a process <br /> assuring that City Council approved affordable housing units will be awarded growth <br /> management unit allocations, and 4) cleaning up terminology to make it consistent <br /> throughout the ordinance. The amendments do not change provissions related to <br /> calculating the number of annual housing units, exemptions or other matters minimizing <br /> the GMO's position as part of the City's development review process. <br /> RECOMMENDATION <br /> Introduce the attached Ordinance (Attachment A) amending Chapter 17.36 of the <br /> Pleasanton Municipal Code concerning the Growth Management Program <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action. <br />
