RESOLUTION NO. 15 -730 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />ADOPTING A CEQA ADDENDUM TO THE MITIGATED NEGATIVE DECLARATION <br />FOR THE RECYCLED WATER PROJECT <br />WHEREAS, on September 16, 2014 the City of Pleasanton City Council adopted a <br />Mitigated Negative Declaration for the Recycled Water Project (Proposed Project) in <br />accordance with the requirements of the California Environmental Quality Act, as amended <br />( "CEQA "), and state and local guidelines implementing CEQA; and <br />WHEREAS, City Council approved the City of Pleasanton (City) to initiate engineering <br />and design of the Proposed Project on September 2, 2014, which was completed by late <br />December 2014; and <br />WHEREAS, the City evaluated and incorporated design efficiencies into the pipeline <br />infrastructure of the Proposed Project. The proposed modifications will result in an overall <br />addition of 720 feet of new pipeline, and in repurposing an additional 9,850 feet of existing <br />pipeline to the recycled water system; and <br />WHEREAS, the City, as the lead agency under the Califomia Environmental Quality Act <br />(CEQA), prepared a CEQA Addendum to the Mitigated Negative Declaration to assess the <br />environmental impacts of changing portions of the Proposed Project original pipeline alignment <br />in accordance with State CEQA Guidelines; and <br />WHEREAS, the CEQA Addendum concluded that the proposed pipeline alignment <br />changes will not result in new significant impacts, substantially increase the severity of <br />previously disclosed impacts or involve any of the other conditions related to changed <br />circumstances or new information that can require a subsequent or supplemental EIR under <br />Public Resources Code section 21166 and CEQA Guidelines section 15162 beyond those <br />impacts and conditions already identified in the City's Mitigated Negative Declaration; it <br />therefore would be appropriate for the City to approve the proposed changes to the Proposed <br />Project. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. The City Council has (1) independently reviewed and analyzed the CEQA <br />Addendum and other information in the record and has considered the information contained <br />therein, prior to acting upon or approving the Project, (2) the CEQA Addendum to the Mitigated <br />Negative Declaration prepared for the Project has been completed in compliance with CEQA <br />and consistent with state and local guidelines implementing CEQA, and (3) the CEQA <br />Addendum represents the independent judgment and analysis of the City as lead agency for the <br />Proposed Project. The City Council designates the City's Director of Operation Services as the <br />custodian of documents and records of proceedings on which this decision is based. <br />
