January 20, 2015 Administrative Services TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE LIVERMORE-PLEASANTON FIRE DEPARTMENT JOINT POWERS AUTHORITY AND THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 1974 WITH TERM ENDING JUNE 30, 2018 SUMMARY The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire Department Joint Powers Authority (LPFD JPA) and the International Association of Firefighters, Local 1974 (IAFF) expired on June 30, 2014. Representatives from IAFF and the cities of Livermore and Pleasanton met and conferred in good faith and have agreed to a successor agreement. The City's practice is to introduce the key elements of the proposed MOU, receive input from the public and allow for open discussion prior to adopting the agreement at the next public meeting. RECOMMENDATION It is recommended that the City Council obtain public input and provide comment regarding the key elements of the tentative agreement negotiated between the International Association of Firefighters, Local 1974 and the Livermore-Pleasanton Fire Department Joint Powers Authority. This matter will be included in the agenda for the February 3, 2015 City Council meeting for adoption. FINANCIAL STATEMENT The financial impact to the LPFD budget as a result of implementing the successor Memorandum of Understanding is approximately $4.9M through FY 2017/2018. The cost is shared by Livermore and Pleasanton. Pleasanton's share is approximately $2.45M over the term of the contract. The portion of Pleasanton's obligation for the FY 2014/15 is approximately $170,000. The funding will come from the General Fund Contingency.
