THE CITY OF 16 <br /> ° "' CITY COUNCIL AGENDA REPORT <br /> pLEASANTONa <br /> November 5, 2013 <br /> Assistant City Manager <br /> TITLE: APPROVAL OF PROPOSED PROJECT SITE PLAN, THE <br /> DISPOSITION, DEVELOPMENT AND LOAN AGREEMENT WITH <br /> MIDPEN HOUSING CORPORATION AND A MEMORANDUM OF <br /> UNDERSTANDING WITH PLEASANTON GARDENS, INC <br /> CONCERNING A PROPOSED DEVELOPMENT FOR KOTTINGER <br /> PLACE AND PLEASANTON GARDENS <br /> SUMMARY <br /> In October 2012, the City Council approved the Kottinger Place and Pleasanton <br /> Gardens Predevelopment Analysis Report establishing the parameters for a new senior <br /> housing development on the Kottinger Place (240 Kottinger Drive) and Pleasanton <br /> Gardens (251 Kottinger Drive) sites. Since that time, the City Council formed Kottinger <br /> Place Task Force (Task Force) has held numerous public meetings for the purpose of <br /> finalizing design and site plan elements with the goal of submitting a Planned Unit <br /> Development (PUD) application for the new development by the end of this year. The <br /> Task Force has approved the site plan and staff is forwarding it to the City Council <br /> seeking authorization to proceed with the PUD application. In addition to the above, in <br /> February 2012, the Council approved an Exclusive Negotiating Rights Agreement <br /> (ENRA) with MidPen Housing Corporation (MidPen) to conduct the planning/ <br /> development process and that agreement anticipates that the City Council will consider <br /> entering into a Disposition, Development and Loan Agreement (DDA) to award MidPen <br /> with rights to develop the site. Finally, over the past few years, staff has had discussions <br /> with the Pleasanton Gardens Board of Directors (Board) regarding terms for transferring <br /> its site to the City to support the new development and the relocation of its current <br /> tenants to the new development. This report outlines these matters, and others, <br /> including naming the new development "Kottinger Gardens," potentially increasing the <br /> City's financial contribution to the new project and expressing support for demolishing <br /> the existing facilities to facilitate the new development. <br /> RECOMMENDATION <br /> 1. Approve the preliminary site plan (Attachment 1) as recommended by the Task <br /> Force <br /> 2. Authorize the submittal of a Planned Unit Development (PUD) application to <br /> commence the formal City entitlement process <br /> 3. Approve the Disposition, Development and Loan Agreement included as <br /> (Attachment 2) and approve loan funding consistent with the DDA from the Lower <br /> Income Housing Fund (Fund 271900). <br />
