THE CITY OF 11 <br /> °1 ° •S CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONe <br /> October 15, 2013 <br /> Community Development <br /> Planning Division <br /> TITLE: P13-1858, CITY OF PLEASANTON — SELECTION OF A PREFERRED PLAN <br /> AND PLAN OPTIONS FOR PREPARATION OF A DRAFT SPECIFIC PLAN <br /> AND ENVIRONMENTAL IMPACT REPORT FOR EAST PLEASANTON <br /> SUMMARY <br /> The East Pleasanton Specific Plan Task Force has been working since August 2012 to <br /> develop a land use and circulation plan for the East Pleasanton Specific Plan area. At its <br /> September meeting, the Task Force recommended a "Preferred Plan" and several <br /> alternatives that would be the subject of analysis in an Environmental Impact Report. <br /> The City Council is being asked to consider the "Preferred Plan" and alternatives, amend <br /> them as appropriate, and authorize the preparation of a Draft Specific Plan and <br /> Environmental Impact Report. The selection of the "Preferred Plan" for these purposes is <br /> not a commitment to adopting this specific plan; it is anticipated that the "Preferred Plan" <br /> will evolve and change prior to adoption of the East Pleasanton Specific Plan in 2014. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission considered the "Preferred Plan" and alternatives at its meeting <br /> on September 25, 2013. At that time, the Commission recommended the "Preferred <br /> Plan" to the City Council and added an additional alternative plan, consisting of 1,430 <br /> units, to be analyzed in the EIR. The Commission also agreed it would give strong <br /> consideration to a Preferred Plan if subsequent analysis indicates that a reduced plan is <br /> financially feasible. (5-0 with Olson absent). <br /> RECOMMENDATION <br /> Hear public input and make changes as appropriate to the "Preferred Plan" and plan <br /> alternatives; authorize the preparation of an Environmental Impact Report and Draft <br /> Specific Plan based on the "Preferred Plan" and alternatives. <br /> FINANCIAL STATEMENT <br /> The cost of Specific Plan and Environmental Impact Report preparation is being paid by <br /> the major private landowners in the East Pleasanton Specific Plan Area. The preparation <br /> of the Environmental Impact Report (EIR) and Draft Specific Plan is part of the planning <br /> scope previously approved by the City Council. However, the project scope currently <br /> includes analysis of one plan alternative, as well as a "no project" and "no build/no <br /> project" alternative. In addition, both the Task Force and the Planning Commission has <br /> requested more detailed economic feasibility work that is not part of the current scope of <br /> work. If the City Council wishes to include six rather than one plan alternative in the EIR, <br /> and/or additional feasibility work, an amendment to the project budget to cover this extra <br /> analysis will be needed. <br />
