CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> October 15, 2013 <br /> Assistant City Manager <br /> TITLE: DETERMINATION OF GROWTH MANAGEMENT PROGRAM ANNUAL UNIT <br /> ALLOCATION <br /> SUMMARY <br /> In October 2012, the City Council amended the City's Growth Management Ordinance <br /> (GMO) (PMC 17.36) implementing changes consistent with the City's Housing Element, <br /> state regulations and recommendations made by the City Council subcommittee <br /> comprised of then councilmembers Thorne and McGovern. The adopted ordinance <br /> includes a number of timelines and anticipated actions that are scheduled to occur after <br /> the Association of Bay Area of Governments (ABAG's) adoption of the Regional Needs <br /> Allocation Plan which sets forth the Regional Housing Needs Allocation (RHNA) <br /> housing numbers assigned to the City for the years beginning in January 1, 2014 and <br /> ending in October 31, 2022. One of the timelines stipulates that the City Manager <br /> provide the City Council with a report indicating 1) the new RHNA and 2) the annual <br /> growth management unit allocation number based on the RHNA that will to take effect <br /> on July 1, 2014. This report is intended to meet that requirement. <br /> RECOMMENDATION <br /> Approve the following actions related to the Growth Management Ordinance: <br /> 1. That the annual GMO unit allocation commencing July 1, 2014 through June 30, <br /> 2022 shall be 235 units subject to revision as determined with adoption of the <br /> revised Housing Element. <br /> 2. A decision regarding adoption of a process for allocating growth management <br /> approvals in the event the number of growth management applications exceed the <br /> number of annual growth management unit allocations available will be determined <br /> after January 31, 2015 <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action. <br />
