THE CITY OF 6 <br /> CITY COUNCIL AGENDA REPORT (v^ <br /> PLEASANTON. <br /> October 15, 2013 <br /> Economic Development <br /> TITLE: APPOINTMENT OF 2014 ADVISORY BOARD FOR THE PLEASANTON <br /> DOWNTOWN ASSOCIATION BUSINESS IMPROVEMENT DISTRICT <br /> SUMMARY <br /> State law requires the City Council to annually appoint an advisory board to the <br /> Pleasanton Downtown Association Business Improvement District (District) to prepare <br /> the annual budget and report for determining the annual assessments to be levied on <br /> the businesses within the District. The budget, report and assessments are determined <br /> on a calendar year basis and are collected annually along with the City business <br /> license. The next collection period will be the 2014 calendar year. <br /> RECOMMENDATION <br /> The Pleasanton Downtown Association met and is recommending the following <br /> individuals for the Advisory Board for ratification by the City Council: <br /> J. Michael Hosterman, President <br /> Vic Malatesta, President-Elect <br /> Vera Revelli, Secretary <br /> Jim DeMersman, Treasurer <br /> Laura Olson, Executive Director <br /> FINANCIAL STATEMENT <br /> The current contract between the District and the City requires the City to match the <br /> annual assessments paid by businesses in the District. In 2013, the City match from <br /> the General Fund was approximately $65,500. Staff anticipates the 2014 match (if <br /> approved) will be equivalent; this has been included in the City's budget. In addition to <br /> the direct City contribution, the City adds approximately $60,000 in indirect funding <br /> which includes staff time to administer the PDA assessments and contract, assistance <br /> with the Hometown Holiday Celebration, as well as the cost to maintain downtown <br /> planters, cleaning sidewalks, garbage pickup, and staff time for special events. <br />
