THE CITY OF <br /> 4 <br /> /t�� ‘‘ <br /> j�L£zAS�4NTONa CITY COUNCIL AGENDA REPORT <br /> October 15, 2013 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING EXECUTION OF THE NEW <br /> TRI-VALLEY TRANSPORTATION COUNCIL JOINT EXERCISE OF <br /> POWERS AGREEMENT <br /> SUMMARY <br /> The City of Pleasanton has worked with the other members of the Tri-Valley <br /> Transportation Council (TVTC) to update and revise its Joint Exercise of Powers <br /> Agreement (JEPA). This new Agreement will supersede the previous two governing <br /> documents and allows additional flexibility in the project approval process. Unlike <br /> previous TVTC JEPA updates, the new agreement creates an independent agency able <br /> to accept grant funding and enter into contracts on its own behalf. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the execution of the new Tri-Valley Transportation <br /> Council (TVTC) Joint Exercise of Powers Agreement. <br /> FINANCIAL STATEMENT <br /> While there is no direct cost associated with the adoption of this JEPA, its adoption is a <br /> step toward initiating collection of the previously approved TVTC fee increase (City <br /> Council - April 2011). Although the fee increase was approved in 2011 by the <br /> Pleasanton City Council, the TVTC JEPA revisions were not adopted by TVTC which <br /> prevented the collection of the updated fee. The collection of the revised fee was <br /> placed on hold until the JEPA could be revised. The Tri-Valley Transportation Fee is <br /> collected for every development project in the City of Pleasanton. These fees go directly <br /> into the Tri-Valley Traffic Fee account for use on the identified projects. <br /> Once the new TVTC JEPA is approved by all the jurisdictions, the TVTC will review the <br /> TVTC fee increase. The fee increase will then be reviewed by each jurisdiction's <br /> Council for consideration and adoption. <br />
