THE CITY OF 1 9 <br /> ' ,:� ' CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> July 16, 2013 <br /> City Manager <br /> TITLE: REVIEW OF PRELIMINARY SCHEMATIC DESIGN FOR THE MASTER <br /> PLANNING OF LIONS WAYSIDE AND DELUCCHI PARKS <br /> SUMMARY <br /> The 2002 Downtown Parks and Trail System and Downtown Specific Plan <br /> recommended that the Firehouse Arts Center, Lions Wayside Park, Delucchi Park and <br /> the Downtown Regional Trail Corridor be treated as a single park area. In response to <br /> this recommendation, in 2011 the Parks and Recreation Commission placed <br /> preparation of a Lions Wayside and Delucchi Master Plan (Master Plan) among its top <br /> three priorities and in 2013 it identified completion of this Master Plan as its top priority. <br /> The overall project is also included in the City Council's Annual Work Plan. Funding has <br /> been allocated to complete design phase of this project, which includes the preparation <br /> of the Master Plan. Over the past year staff has been working closely with the <br /> consultant and the Parks and Recreation Commission on the Master Plan. <br /> One of the project's design decisions is determining whether the existing drainage <br /> swale that runs through both parks remains open or is piped and undergrounded. <br /> Because this decision impacts required environmental reporting, staff is seeking City <br /> Council direction on this specific aspect of the project. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> Option A <br /> CIVIC ARTS COMMISSION <br /> Option A <br /> In addition to presenting the options related to the drainage swale, staff will provide a <br /> status update regarding design work to date. <br /> RECOMMENDATION <br /> Review the preliminary schematic park designs and provide direction regarding a <br /> preference for either: <br /> Option A—A design assuming the drainage swale is piped and undergrounded, or <br /> Option B — A design assuming the drainage swale remains open and enhanced as a <br /> park feature. <br /> FINANCIAL STATEMENT <br /> The Park CIP Budget for the Master Plan Design of Lions Wayside and Delucchi Parks <br /> (CIP 067019) has a current fund balance of $165,000, which will be sufficient to fund <br /> the completion of the Master Plan. (Currently there is no funding appropriated for <br /> project construction.) <br />
