9 <br /> THE CITY 01 <br /> men- <br /> pL£ASANTONe CITY COUNCIL AGENDA REPORT <br /> June 18, 2013 <br /> Community Development <br /> Planning Division <br /> TITLE: SECOND READING AND ADOPTION OF PLANNED UNIT DEVELOPMENT <br /> PLAN (PUD-81-30-87D) TO CONSTRUCT 168 APARTMENT UNITS AND <br /> RELATED SITE IMPROVEMENTS AT 5729 WEST LAS POSITAS <br /> BOULEVARD <br /> SUMMARY <br /> On May 21, 2013, the City Council introduced an ordinance approving a Planned Unit <br /> Development Plan (PUD-81-30-87D) for a 168 unit apartment project at 5729 West Las <br /> Positas Boulevard (Hacienda St. Anton Apartments). It is now appropriate to waive the <br /> second reading and adopt the ordinance. The ordinance reflects revisions to the <br /> conditions of approval made by the City Council on May 21, 2013. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission recommended approval of the development plan application <br /> (4-0-1 with Narum abstaining) subject to the conditions shown in Exhibit A of the <br /> Planning Commission report with amendments made at the Planning Commission <br /> meeting. <br /> RECOMMENDATION <br /> Waive the second reading and adopt the ordinance approving Case PUD-81-30-87D, <br /> PUD development plan, subject to the Conditions of Approval, Exhibit A (Attachment 1). <br /> FINANCIAL STATEMENT <br /> The project would be expected to generate revenues to cover its costs of services. <br /> Increases in property and sales taxes would be used to provide services, such as <br /> police, fire, etc., for the increased demand generated by the apartments. The applicant <br /> would have to pay development impact fees (e.g., in-lieu park dedication fee, public <br /> facilities fee, traffic fees, water/sewer connections fees, etc.) that are used to pay for the <br /> cost of new City facilities and infrastructure necessitated by development. <br /> BACKGROUND <br /> On May 21, 2013, the City Council introduced an ordinance approving a Planned Unit <br /> Development Plan (PUD-81-30-870) for a 168 unit apartment project at 5729 West Las <br /> Positas Boulevard (Hacienda St. Anton Apartments).
