CITY COUNCIL AGENDA REPORT June 18, 2013 Community Development Engineering Division TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD CONSTRUCTION CONTRACT TO GHILOTTI CONSTRUCTION COMPANY IN THE AMOUNT OF $1,007,765.70 FOR STONERIDGE DRIVE AND VINEYARD AVENUE OVERLAY PROJECT, CIP NO. 125024 SUMMARY Bids have been received for the project and staff is recommending award of the construction contract to the lowest responsible bidder, Ghilotti Construction Company, in the amount of $1,007,765.70 for the Stoneridge Drive and Vineyard Avenue Overlay Project, Capital Improvement Program (CIP) No. 125024. The objective of the resurfacing project is to keep streets in a safe and smooth riding condition by overlaying the existing street surface with a new layer of asphalt concrete. Stoneridge Drive will receive a layer of Rubberized Hot Mix Asphalt instead of the conventional Hot Mix Asphalt. Rubberized Hot Mix Asphalt is the noise attenuating pavement identified as a mitigation measure in the Staples Ranch EIR. RECOMMENDATION 1. Approve plans and specifications for this project. 2. Review the bids received and award the construction contract for the project to Ghilotti Construction Company of Santa Rosa, California, for a low bid amount of $1,007,765.70. 3. Authorize the City Manager to enter into the project contract. 4. Authorize the transfer of $271,980 from the Annual Resurfacing of Various City Streets project (CIP No. 125003) to this project. 5. Authorize the Director of Community Development to approve and execute contract change order(s) for a contingency amount not-to-exceed $100,777 (approximately 10% of the contract) for necessary related subject work. FINANCIAL STATEMENT The anticipated total expenditure for this project is $1,143,742, including a construction contingency of $100,777 and construction related services and traffic detection equipment of $35,189. Projected expenditures and funding are detailed in Attachment 2.
