THE CITY OF 9 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> June 4, 2013 <br /> Community Development <br /> Planning Division <br /> TITLE: P12-1820, STONERIDGE PROPERTIES, L.L.C. (SIMON PROPERTY <br /> GROUP) — CONSIDER AN APPLICATION TO EXTEND THE <br /> DEVELOPMENT AGREEMENT BETWEEN THE CITY OF PLEASANTON <br /> AND THE STONERIDGE MALL SHOPPING CENTER FOR AN <br /> ADDITIONAL FIVE YEARS REGARDING AN APPROXIMATELY 362,790 <br /> SQUARE FOOT EXPANSION TO THE STONERIDGE MALL AT 1 — 1700 <br /> STONERIDGE MALL ROAD. <br /> SUMMARY <br /> This is the application by Stoneridge Properties, LLC (Simon Property Group) to extend <br /> its Development Agreement with the City of Pleasanton for an additional five years until <br /> December 2017 regarding an approximately 362,790 square foot expansion to the <br /> Stoneridge Mall Shopping Center. The proposed extension conforms to the Pleasanton <br /> General Plan. The expansion of the Stoneridge Mall was considered to be completed in <br /> the Supplement to the EIR prepared for the Pleasanton 2005-2025 General Plan, <br /> certified on July 2009, and the Supplement to the EIR prepared for the Housing Element <br /> update and the Climate Action Plan General Plan Amendments and Rezonings, certified <br /> on January 4, 2012. Because these previous CEQA analyses adequately evaluated the <br /> potential impacts of this extension, no additional environmental review is required. <br /> PLANNING COMMISSION ACTION <br /> On May 8, 2013, the Planning Commission, on a 5-0 vote, found that the amendment to <br /> the Development Agreement (Attachment 1) is consistent with the Pleasanton General <br /> plan and recommended its approval. <br /> RECOMMENDATION <br /> Staff recommends the City Council: 1) find that the environmental impacts of the <br /> development agreement extension have been adequately addressed in 1:he Supplemental <br /> Environmental Impact Report for the Housing Element Update and Climate Action Plan <br /> Amendments and Rezonings; and, 2) introduce the ordinance approving Case P12-1820 <br /> the extension of the Development Agreement as set forth in Exhibit A. <br /> FINANCIAL STATEMENT <br /> The applicant will pay all required building permit and development fees and property <br /> taxes. <br />
