THE CITY OF 7
CITY COUNCIL AGENDA REPORT
[ALE ASANTONe
June 4, 2013
Community Development
Engineering Division
TITLE: APPROVE PROFESSIONAL SERVICES CONTRACTS FOR ON-CALL
GENERAL CIVIL ENGINEERING PROFESSIONAL SERVICES WITH THE
FIRMS OF BKF ENGINEERS, KIMLEY-HORN AND ASSOCIATES, INC.,
AND PAKPOUR CONSULTING GROUP, INC.
SUMMARY
The City has a need for general civil engineering professional services for various
projects. City staff advertised to receive Statements of Qualifications (SOQs) for these
specialized services in February 2013. We received and reviewed 17 SOQs from
respondent firms and invited the top seven for interviews. Based on the firms'
qualifications, interview performances, and responses to inquiries of provided
references, staff recommends that the City Council award contracts to three firms: BKF
Engineers, Kimley-Horn and Associates, Inc., and Pakpour Consulting Group, Inc. The
contracts would be for services between July 1, 2013 and June 30, 2016 for a total,
aggregate not-to-exceed amount of $500,000. Although the recommended aggregate
not-to-exceed amount is $500,000 over three years, there is no guaranteed amount of
work to any of the three firms, and there is no guarantee that the $500,000 amount will
be expended over the contract period. Work will be assigned based solely upon
recognized need.
RECOMMENDATION
1. Approve professional services contracts with BKF Engineers, Kimley-Horn and
Associates, Inc., and Pakpour Consulting Group, Inc. to provide on-call general civil
engineering professional services in the total aggregate amount not-to-exceed
$500,000 between July 1, 2013 and June 30, 2016.
2. Authorize the City Manager to execute the attached contracts.
FINANCIAL STATEMENT
No additional funding is needed to approve these consultant contracts. Funding for
these contracts is budgeted under each individual Capital Improvement Program project
approved by the City Council. Funding for private development services will be
provided by the associated developer/property owner.
