THE CITY OF 17 A -• "" CITY COUNCIL AGENDA REPORT TONc May 7, 2013 Assistant City Manager TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE FISCAL YEAR 2013 GRANT FUNDING CYCLE (CITY FY 2013-14) SUMMARY Three years ago, the City streamlined its annual grant process to combine funding from CDBG, HOME, Lower Income Housing Funds, and City Grant General Funds into a single Housing and Human Services Grant (HHSG) program. The arts/culture and youth components of the former City Grant program were recombined to form the new "Community Grant" (CG) program. This report summarizes the applications that were received for HHSG and CG funding and makes a recommendation to allocate funds for the coming fiscal year, which begins July 1, 2013. HUMAN SERVICES / HOUSING COMMISSIONS RECOMMENDATION Allocate $580,400 in HHSG funds as detailed in Attachment 1, Table A. CIVIC ARTS /YOUTH COMMISSIONS RECOMMENDATION Allocate $110,536 in CG funds as detailed in Attachment 1, Table B. RECOMMENDATION 1. Adopt the attached draft resolution (Attachment 1) approving the allocation of HHSG and CG funds for FY 2013-14 (as listed in Tables A and B of that attachment) and authorizing the City Manager to enter into contracts with subrecipients and take all other actions necessary to carry out the HHSG and CG programs for FY 2013-14. 2. Authorize the City Manager to reallocate any Housing Rehabilitation Program loan repayments for new loan applications in accordance with program guidelines. FINANCIAL STATEMENT If approved as recommended, the City would commit a total of $115,000 in City Lower Income Housing Funds and $160,000 in General Funds for housing and human services projects through the HHSG program, and $110,536 in General Funds for arts/culture and youth projects for a total General Fund allocation of 5270,536. Total funding for both the HHSG and the CG programs (including federal sources and funding for administration) is $736,536.
