11 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONa <br /> April 2, 2013 <br /> City Manager <br /> TITLE: ADOPTION OF A RESOLUTION CONCERNING THE ALAMEDA <br /> COUNTY WASTE MANAGEMENT AUTHORITY'S PROPOSED JOINT <br /> EXERCISE POWERS AGREEMENT FOR THE ENERGY COUNCIL <br /> SUMMARY <br /> The Alameda County Waste Management Authority (ACWMA) Board has approved <br /> documents related to formation of a Joint Powers Authority for the Energy Council <br /> (Energy Council JPA) which will function to obtain energy related grant funding and to <br /> develop and implement programs and policies that are intended to reduce energy <br /> demand, increase energy efficiency, and advance the use of clean, efficient and <br /> renewable resources. As currently planned, the Energy Council JF'A would be a <br /> separate public entity governed by a Board comprised of members Alameda County <br /> and each participating city in Alameda County. As a public entity, the Energy Council <br /> JPA would have powers to enter into contracts, adopt ordinances, apply for grants and <br /> employ staff, etc. The ACWMA has requested that each Alameda County city indicate <br /> through resolution its intent to participate in the Energy Council JPA and after reviewing <br /> this matter, staff is recommending against participation. <br /> RECOMMENDATION <br /> Adopt the attached resolution indicating the City's intent to not participate in the Joint <br /> Powers Authority for the Energy Council (Attachment 1) <br /> FINANCIAL STATEMENT <br /> There is no direct financial impact to the City as a result of this action. <br />
