THE CITY OF 12 <br /> { --�-y CITY COUNCIL AGENDA REPORT <br /> pL EASANTONo <br /> January 15, 2013 <br /> Community Development <br /> Planning Division <br /> TITLE: PUD-88, SHERMAN AND CHERYL BALCH — CONSIDER AN <br /> APPLICATION FOR A PLANNED UNIT DEVELOPMENT (PUD) <br /> DEVELOPMENT PLAN APPROVAL TO SUBDIVIDE AN <br /> APPROXIMATELY 10-ACRE LOT AT 6010 ALISAL ROAD INTO TWO <br /> SINGLE-FAMILY RESIDENTIAL LOTS. <br /> SUMMARY <br /> The applicants propose a development plan for an approximately 10.14-acre site to <br /> establish two lots - (1) an approximately 3.5-acre parcel containing the existing <br /> residence and detached garage; (2) an approximately 6.5-acre lot which would include <br /> the construction of an approximately 4,000-square-foot single-story home and attached <br /> garage, a 1,200-square-foot detached second unit, two detached garages, and the <br /> existing sport court. Both lots would continue to utilize Alisal Road and the existing <br /> driveway for access. The proposed development would have minor grading associated <br /> with the foundation work and utility trenching for the new structures. <br /> If the PUD Development Plan is approved by the City Council, the applicants would <br /> follow with an application for a minor subdivision map to subdivide the property into two <br /> separate parcels. Although the property is currently unincorporated, the applicants <br /> have filed their application with Alameda County Local Agency Formation Commission <br /> (LAFCo) for annexation into the City of Pleasanton. All development approvals by the <br /> City prior to review by LAFCo for annexation will be contingent on the LAFCo <br /> annexation approval and recordation, as stated in the recommended conditions of <br /> approval. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission voted unanimously to recommend approval of the project, <br /> subject to the conditions of approval shown in Attachment 1. <br /> RECOMMENDATION <br /> 1. Find that there are no new or changed circumstances or information which <br /> require additional CEQA review of the project; <br /> 2. Find that the proposed PUD development plan is consistent with the General <br /> Plan, the Happy Valley Specific Plan, and the purposes of the PUD ordinance; <br /> 3. Make the Planned Unit Development findings as identified in the attached <br /> Planning Commission staff report; and <br />
