THE CITY OF 12
{ ---y CITY COUNCIL AGENDA REPORT
pL EASANTONo
January 15, 2013
Community Development
Planning Division
TITLE: PUD-88, SHERMAN AND CHERYL BALCH — CONSIDER AN
APPLICATION FOR A PLANNED UNIT DEVELOPMENT (PUD)
DEVELOPMENT PLAN APPROVAL TO SUBDIVIDE AN
APPROXIMATELY 10-ACRE LOT AT 6010 ALISAL ROAD INTO TWO
SINGLE-FAMILY RESIDENTIAL LOTS.
SUMMARY
The applicants propose a development plan for an approximately 10.14-acre site to
establish two lots - (1) an approximately 3.5-acre parcel containing the existing
residence and detached garage; (2) an approximately 6.5-acre lot which would include
the construction of an approximately 4,000-square-foot single-story home and attached
garage, a 1,200-square-foot detached second unit, two detached garages, and the
existing sport court. Both lots would continue to utilize Alisal Road and the existing
driveway for access. The proposed development would have minor grading associated
with the foundation work and utility trenching for the new structures.
If the PUD Development Plan is approved by the City Council, the applicants would
follow with an application for a minor subdivision map to subdivide the property into two
separate parcels. Although the property is currently unincorporated, the applicants
have filed their application with Alameda County Local Agency Formation Commission
(LAFCo) for annexation into the City of Pleasanton. All development approvals by the
City prior to review by LAFCo for annexation will be contingent on the LAFCo
annexation approval and recordation, as stated in the recommended conditions of
approval.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission voted unanimously to recommend approval of the project,
subject to the conditions of approval shown in Attachment 1.
RECOMMENDATION
1. Find that there are no new or changed circumstances or information which
require additional CEQA review of the project;
2. Find that the proposed PUD development plan is consistent with the General
Plan, the Happy Valley Specific Plan, and the purposes of the PUD ordinance;
3. Make the Planned Unit Development findings as identified in the attached
Planning Commission staff report; and
