MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING <br /> May 1, 2012 <br /> CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 7:00 p.m. Councilmember Thorne <br /> lead the Pledge of Allegiance and he provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> City Manager Fialho stated that Item 20, to cconsider the scope, work plan, general schedule and <br /> public input process for preparation of an East Pleasanton Specific Plan, is continued to the next <br /> regular meeting. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved meeting minutes of April 3, 2012 and special meeting minutes of April 17 & 23, 2012 <br /> City Attorney <br /> 2. Introduced and waived full reading of Omnibus Ordinance No. 2038 modifying the Municipal <br /> Code to: amend Chapter 2.32 (Parks and Recreation Commission) to correct term of chairperson; <br /> amend Title 5.12 ([Business] License and Tax Payment) to clarify definition of collector and <br /> evidence of doing business; repeal Chapter 6.16 (Drug Paraphernalia); amend Chapters 9.04 <br /> (Noise regulations) and 18.84 (Site, yard,...) to address pool and spa equipment; amend Chapter <br /> 9.20 (Garbage) about impermissible non-franchise service; amend Chapter 9.24 (Smoking ...) to <br /> clarify prohibition in outdoor dining areas; amend Chapter 9.28 (Property maintenance) about <br /> parking on improved surfaces; amend Chapter 15.44 (Protection of Sanitary Sewer ...) to address <br /> shared interceptors and enforcement; amend Chapter 18.08 ([Zoning] Definitions) and Chapter <br /> 18.110 (Personal Wireless....) to clarify measurement distances from support equipment versus <br /> antennas; amend Chapter 18.84 (Site, Yard, Bulk, Usable Open Space and Landscaping <br /> Regulations) to clarify home separation requirements and height limitations; and resolution to <br /> amend Master Fee Schedule to: include business license fees, reports and license change costs; <br /> and change City water connection fees for higher flow Omni C2 meters and eliminate fee for <br /> meter no longer offered <br /> 3. Approved and authorized City Manager to enter into with Urban Habitat et al. an agreement <br /> regarding February 15, 2012 meet and confer letter <br /> City Manager <br /> 4. Waived full reading and adopted Resolution No. 12-527 in support of the Community Access <br /> Preservation Act (CAP) <br />
