THE CITY OF 1 2 <br /> b ° CITY COUNCIL AGENDA REPORT L <br /> pLEASANTON. <br /> July 17, 2012 <br /> Community Development <br /> Engineering Division <br /> TITLE: CONSIDER REQUESTS FOR PREANNEXATION AGREEMENTS AND <br /> WATER AND SEWER CONNECTIONS FOR 6360 ALISAL STREET <br /> (MIX), 1070 HAPPY VALLEY ROAD (SMITH), AND 727 SYCAMORE <br /> ROAD (COFFIN) <br /> SUMMARY <br /> Three properties located within the Happy Valley Specific Plan Area (HVSP) outside the <br /> City limits are requesting City water and sewer to serve their properties. The Smith <br /> parcel (1070 Sycamore Road) and the Coffin parcel (727 Sycamore Road) have <br /> existing houses and are requesting to connect to the City sewer system to eliminate the <br /> use of their failing septic systems. These property owners are also requesting approval <br /> for future connection to the City water system. <br /> The Mix parcel (6360 Alisal Street) is currently vacant with approval from the County to <br /> build a single-family residence under the condition that they connect to the City's water <br /> and sewer systems. When a property is within 200 feet of public sewer line, Alameda <br /> County Department of Environmental Health regulations restrict repairs and installation <br /> of new septic systems. <br /> Prior to allowing a property located within the County to connect to the City water and <br /> sewer systems, the City requires the property owner to enter into a preannexation <br /> agreement. Staff is recommending the City enter into pre-annexation agreements with <br /> these three property owners. <br /> RECOMMENDATION <br /> 1. Authorize connection of the Mix parcel at 6360 Alisal Street, the Smith parcel at 1070 <br /> Happy Valley Road, and the Coffin parcel at 727 Sycamore Road to the City sanitary <br /> sewer and water systems, provided all terms of the agreements are met. <br /> 2. Approve the preannexation agreements between Mix, Smith, and Coffin and the City <br /> of Pleasanton, and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to these <br /> properties. <br /> FINANCIAL STATEMENT <br /> The property owners will be required to pay all costs associated with extending the <br /> sewer and water to their houses. They will pay HVSP fees as appropriate. The owners <br /> will also pay for water and sewer connection fees, permits, and fees required by the <br /> City, County, and LAFCo. <br />
