MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING <br /> May 15, 2012 <br /> CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 7:00 p.m. Councilmember Cook- <br /> Kallio lead the Pledge of Allegiance and he provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> Assistant City Attorney Seto reported that the Council met in Closed Session on two items. With regard <br /> to Item 1, Conference with Real Property Negotiators for the property located at 3835 Vineyard Avenue, <br /> the Council provided to direction to the City's negotiating party. With regard to Item 2, Conference with <br /> Labor Negotiators, information was given to the City Council. <br /> AGENDA AMENDMENTS <br /> City Manager Fialho reported that Item 12; Approval of a new memorandum of agreement for <br /> participation in the Alameda County Clean Water program, is continued to the next regular Council <br /> meeting. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved regular meeting minutes of April 17, 2012 <br /> 2. Waived full reading and adopted Resolution No. 12-531 giving notice of intent to approve an <br /> amendment to the contract between the City of Pleasanton and the Board of Administration of the <br /> Public Employees' Retirement System, and waived full reading and introduced Ordinance No. <br /> 2040 to amend the contract between California Public Employees' Retirement System (CaIPERS) <br /> and the City of Pleasanton to provide Section 20475 (Different Level of Benefits), Section 21363.1 <br /> (3% @ 55 Full Formula) and Section 20037 (Three-Year Final Compensation) providing a second <br /> tier of retirement benefits for new Police Officers' Association (POA) employees <br /> City Attorney <br /> 3. Waive second reading and adopt Ordinance No. 2038 modifying the Municipal Code to amend <br /> Chapter 2.32 (Parks and Recreation Commission) to correct term of chairperson; amend Title <br /> 5.12 ([Business] License and Tax Payment) to clarify definition of collector and evidence of doing <br /> business; repeal Chapter 6.16 (Drug Paraphernalia); amend Chapters 9.04 (Noise regulations) <br /> and 18.84 (Site, yard,...) to address pool and spa equipment; amend Chapter 9.20 (Garbage) <br /> about impermissible non-franchise service; amend Chapter 9.24 (Smoking ...) to clarify prohibition <br /> in outdoor dining areas; amend Chapter 9.28 (Property maintenance) about parking on improved <br /> surfaces; amend Chapter 15.44 (Protection of Sanitary Sewer ...) to address shared interceptors <br /> and enforcement; amend Chapter 18.08 ([Zoning] Definitions) and Chapter 18.110 (Personal <br /> Wireless....) to clarify measurement distances from support equipment versus antennas; amend <br />
