MINUTES <br /> CITY OF PLEASANTON <br /> CITY COUNCIL AND PLANNING COMMISSION <br /> JOINT WORKSHOP <br /> February 8, 2012 <br /> CALL TO ORDER <br /> Vice Mayor Cook-Kallio called the Workshop to order at the hour of 6:00 p.m. <br /> ROLL CALL <br /> Present: Councilmembers McGovern, Sullivan, Thorne, Vice Mayor Cook-Kallio <br /> Commissioners Blank, Narum, O'Connor, Olson, Pearce, Chair Pentin <br /> Absent: Mayor Hosterman <br /> PUBLIC COMMENTS - None <br /> REVIEW AND RECEIVE COMMENTS ON THE BRE PROPERTIES, LLC PROJECTS: <br /> • PUD-85-08-12D: Application for a PUD (Planned Unit Development) Development Plan to <br /> construct a mixed-use high-density residential/commercial development containing 251 <br /> residential units, four live/work units, and approximately 5,700 square feet of retail space at <br /> the property located at the southeast corner of Owens Drive and Willow Road <br /> Brian Dolan introduced the item, stating he would provide an overview of both sites and present <br /> discussion points for the Council and Commission's feedback and direction to staff and the applicant in <br /> moving towards the formal application process. <br /> In review of Site 1, he said the project design is informed by its surroundings. While not a typical <br /> housing site, it is in the heart of the business park and surrounded by office buildings. The applicants <br /> have used architectural elements to make the project fit in. He presented a view of the public plaza at <br /> the corner of Willow and Owens which would include 8 buildings, and 251 residential units. It also <br /> incorporates two areas of retail on the corner of the plaza, 6 live/work units, a fitness club/center and <br /> leasing office. He presented the site plan, described components of the mixed use buildings and <br /> residential units and a public open space area in the center of the project, architectural details, and <br /> noted that the main entry is off of Willow and secondary entry off of Owens Drive. <br /> He said an issue that arose during staff and Planning Commission's review was the level of detail, <br /> design and emphasis on the first floor. Earlier versions had less attention to what the experience would <br /> be at the ground level which was not distinguished as much from the main building, as well as <br /> architectural detailing along the tops. The project has architecturally evolved since that time which now <br /> distinguishes the first floor from the upper floors. <br /> Two different kinds of live/work units are proposed; in one configuration the entire live/work unit is on <br /> the first floor. Another configuration is a different set up; the live/work space is on the bottom leading to <br /> a set of internal stairs to the living unit. <br /> Councilmember Sullivan questioned whether having a residential living portion on the ground floor <br /> would preclude future retail. Mr. Dolan said no; if the unit is vacated, the residential portion would be <br /> converted with some minor interior changes to retail, and elevations would remain the same and staff <br /> could look more into this with the applicant. Councilmember Sullivan asked for more information as to <br /> how this would work. <br />
