MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING <br /> February 7, 2012 <br /> CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 7:00 p.m. Councilmember <br /> McGovern led the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> City Manager Fialho said Item 9 is adoption of the Climate Action Plan and staff asks that this be <br /> continued to February 13, 2012. Because it is a public hearing, the Council should open the item and <br /> invite comment, close the hearing and continue the matter for action to next month. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved regular meeting minutes of November 1, December 6, 2011 and January 17, 2012 and <br /> special meeting minutes of November 1, 8, 15 and December 6, 2011 and January 4, 10, 2012 <br /> City Manager <br /> 2. Approved and authorized the City Manager to execute an Exclusive Negotiating Rights <br /> Agreement with MidPen Housing Corporation for the Kottinger Place Development Project; <br /> allocated $130,85 to complete Task I work and $36,000 for project contingency and additional <br /> work, including a schematic of a preferred site option, from the City's Lower Income Housing Fund <br /> for potential project expenses <br /> Community Development <br /> 3. Accepted actions of the Zoning Administrator and Planning Commission (Councilmember <br /> Sullivan voting no on P11-0764, K. Wooley of Harris French & Associates, for WalMart <br /> Neighborhood Market) <br /> Mayor Hosterman reported that the City has received an application for a WalMart Neighborhood <br /> Market as a permited use at 3112 Santa Rita Road, with the hours of operation and delivery limits as <br /> set forth in the existing conditions of approval. She recommended the Council invite public comment <br /> now and thereafter, move forward with actions on the Consent Calendar. <br /> Josie Camacho, Secretary/Treasurer of the Alameda Labor Council, read excerpts from their letter <br /> wherein they encourage the Council to adopt a CUP ordinance that gives the community a say and <br /> discretionary review for certain land use applications and development that comes to their <br /> neighborhoods, which does not currently exist. In addition to jobs lost, the action would result in the loss <br /> of a tax revenue for the City, as grocery items are non-taxable. <br />
