THE CITY OF A I'� <br /> IIP 11 �1� 1111 I 2 <br /> �.]-L�/��£ASANTONo CITY COUNCIL AGENDA REPORT <br /> March 20, 2012 <br /> Community Development <br /> City Manager <br /> TITLE: REVIEW OF FRAMEWORK FOR AMENDED GROWTH MANAGEMENT <br /> ORDINANCE <br /> SUMMARY <br /> With the 2009 Urban Habitat Settlement Agreement concerning the City's housing cap, <br /> the City Council determined it appropriate to review the City's Growth Management <br /> Ordinance (GMO) (PMC 17.36). As a result, the recently adopted Housing Element <br /> anticipates this review to assure that the rate of residential development is consistent <br /> with the City's current and new infrastructure capacities, including roadways, water, <br /> sewer and facilities. Further, the overall objective of an amended GMO would be to <br /> assure that growth management policies are consistent with State law and that a <br /> process is established determine that there is available infrastructure to serve the future <br /> residential development. To facilitate this review, the City Council appointed <br /> councilmembers McGovern and Thorne to participate in a Subcommittee with City staff, <br /> including the City Manager and the Director of Community Development. <br /> The subcommittee has held a number of meetings to educate it regarding existing City <br /> GMO measures, state regulations and growth management programs in other <br /> communities and to develop an overall range of growth management issues and <br /> concepts. As an outcome to that process, the attached memorandum provides an <br /> overview of opportunities/issues and presents a number of growth management <br /> objectives for consideration. The subcommittee intends to present this information at the <br /> March 20, 2012 meeting with the understanding that comment and feedback will be <br /> used to begin drafting potential amendments to the ordinance. <br /> RECOMMENDATION <br /> Provide comment on the recommended growth management objectives as detailed in <br /> the attached memorandum (Attachment 1) and on other issues related to adopting an <br /> amended City Growth Management Ordinance. <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action. <br />
