MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING AND WORKSHOP <br /> May 17, 2011 <br /> CALL TO ORDER <br /> Mayor Hosterman called the regular meeting to order at the hour of 7:00 p.m. Councilmember <br /> Sullivan led the Pledge of Allegiance, provided introductory remarks, and led a moment of <br /> silence for those killed in the wars in Iraq and Afghanistan. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Lowell reported that the Council met in Closed Session regarding anticipated <br /> litigation related to the Associated Community Action Program and that the Council took no <br /> reportable action. <br /> City Manager Fialho reported on renegotiations with the Pleasanton City Employees <br /> Association. Following presentation of a tentative agreement in January 2011, the Council <br /> directed staff to address the need for additional contributions beyond the previously negotiated <br /> 2% employee contribution through March 31, 2013 and the need for implementation of a second <br /> tier retirement formula for new hires to address long-term structural reform in unfunded <br /> liabilities. <br /> Discussions between both parties have concluded and the provisions outlined in the original <br /> agreement remain in place, though two significant exceptions have been incorporated. <br /> CaIPERS contributions for represented employees will be amended to require that employees <br /> being paying 2% on July 1, 2011, 3% on December 31, 2011 and 4% on July 1, 2012. The <br /> cumulative budgetary savings of these changes approximates $1.1 million through March 31, <br /> 2013. The parties also agreed to implement a pre-2001 retirement formula for new hires and <br /> public safety personnel no earlier than March 31, 2012. Upon implementation, this change will <br /> reduce the City's unfunded liability by approximately $3.5 million for the miscellaneous group <br /> only, extend retirement ages for public employees, and reduce annual pensions for new <br /> personnel hired after the implementation date. In Closed Session, the Council authorized staff to <br /> place the matter on the May 19 agenda for adoption. <br /> AGENDA AMENDMENTS - None <br /> CONSENT CALENDAR <br /> 1. Approved regular meeting minutes of April 19, 2011 and March 28, 2011 joint meeting with <br /> the Pleasanton Unified School District with Councilmember Sullivan abstaining <br /> 2. Waived full reading and adopted Resolution No. 11-442 authorizing the City to join the <br /> California State Association of Counties — Excess Insurance Authority and adopted <br />
