URGING COOPERATIVE ACTION REGARDING ZONING AND RECLAMATION OF ROCK, SAND ANDGRAVELARF~S WITHIN THE LIVE~MORE-A}I4DOR VALLEY WHEREAS, the operation of the rock, sand and gravel industry within the Livermore-Ar~-dor Valley has historically provided substantial econo~c benefit to the Valley and to the San Francisco Bay Region; and WHEREAS, the continued operation of said industry within the Valley is of substantial importance to all agencies concerned; and WHERFAS, due to the rapid urban expansion of the cities of Livermore and Pleasanton serious potential problem~ involving a conflict between urban expansion and the extractive industries do exist; and WHEREAS, feasible methods for the reclamation of depleted or abandoned rock, sand and gravel quarries must be found and acted upon; and Wt~REAS, the solution of the zoning and reclamation problems associated with the rock, sand and gravel mining industry may only be satisfactorily solved by the earliest possible joint action of the industry and the public agencies involved; NOW, THEREFORE, BE IT RESOLVED that the Pleasanton City Council does hereby urge that joint action be taken as follows by the industry, Alameda County, and the cities of livermore and Pleasanton: Form a co..,~{ ttee consisting of elected officials from the cities of Livermore and Pleasanton and Alamada County, and highly-placed officials of the rock, sand and gravel industry within the Livermore- Amador Valley, to consider the following specific matters: a. Compilation of data regarding the extent of rock~ sand and gravel deposits within the Livermore-Amador Valley. Formulation of specific recommendations to the various public agencies involved regarding the establishment of a standard zoning classification or district for rock, sand and gravel mining operations, to be adopted by the public agencies in- volved. This process should also include various standard rules and regulations governing mining operations. Formulation of specific recomnendations to the various public agencies involved regarding the assignment of protective zoning to certain present or potential rock, sand and gravel areas. de Formulation of specific recommendations to the various public agencies involved regarding methods by which depleted or abandoned reck, sand and gravel quarries may be reclaimed or otherwise put to a useful purpose. This function should also involve the establishment of a work- ing relationship with the Alameda County Recreation and Parks Advisory Committee, the East Bay Regional Parks District, the State of California, the Association of Bay Area Governments, or any other agency which might be of assistance in fot~nulating and carrying out a reclamation program.
