THE CITY OF 03 CITY COUNCIL AGENDA REPORT pLEASANTON® July 19, 2011 Assistant City Manager TITLE: AUTHORIZATION TO SUBMIT AN APPLICATION, IN COOPERATION WITH HABITAT FOR HUMANITY, FOR THE STATE'S BUILDING EQUITY AND GROWTH NEIGHBORHOODS (BEGIN) PROGRAM SUMMARY The City has been approached by Habitat for Humanity East Bay about the City's interest in assisting it with a ten unit affordable housing development at 3835 Vineyard Avenue. The 0.876 acre site was approved in April 2008 (PUD-71 Michael AminianNineyard Garden, LLC) for a ten townhome unit development with one affordable unit. However, the current business climate has stalled the development from moving forward and Habitat for Humanity is pursuing site acquisition. As part of Habitat for Humanity's preliminary funding plan, it is intending to pursue a $610,000 BEGIN grant from the State Department of Housing and Community Development. These grants are made available only to cities and counties and therefore, it has asked the City to apply with the understanding that it would process all grant requirements. A City resolution is required as part of the grant process. If the City Council elects to approve the recommended resolution, there will be no financial or other obligations, including actually committing funding or project approval, on the part of the City. However, because the BEGIN schedule requires receipt of the grant application by August 10, 2011, staff determined that the potential project opportunity warrants taking the grant step at this time. RECOMMENDATION Adopt the attached resolution authorizing the submittal of an application to the California State Department of Housing and Community Development for BEGIN grant funding. FINANCIAL STATEMENT There is no financial impact as a result of this action. Should the project proceed, the City may elect to make financial contributions to accommodate affordable housing units.
