THE CITY OF 03 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON® <br /> July 19, 2011 <br /> Assistant City Manager <br /> TITLE: AUTHORIZATION TO SUBMIT AN APPLICATION, IN COOPERATION WITH <br /> HABITAT FOR HUMANITY, FOR THE STATE'S BUILDING EQUITY AND <br /> GROWTH NEIGHBORHOODS (BEGIN) PROGRAM <br /> SUMMARY <br /> The City has been approached by Habitat for Humanity East Bay about the City's interest <br /> in assisting it with a ten unit affordable housing development at 3835 Vineyard Avenue. <br /> The 0.876 acre site was approved in April 2008 (PUD-71 Michael AminianNineyard <br /> Garden, LLC) for a ten townhome unit development with one affordable unit. However, <br /> the current business climate has stalled the development from moving forward and <br /> Habitat for Humanity is pursuing site acquisition. <br /> As part of Habitat for Humanity's preliminary funding plan, it is intending to pursue a <br /> $610,000 BEGIN grant from the State Department of Housing and Community <br /> Development. These grants are made available only to cities and counties and therefore, <br /> it has asked the City to apply with the understanding that it would process all grant <br /> requirements. A City resolution is required as part of the grant process. <br /> If the City Council elects to approve the recommended resolution, there will be no <br /> financial or other obligations, including actually committing funding or project approval, on <br /> the part of the City. However, because the BEGIN schedule requires receipt of the grant <br /> application by August 10, 2011, staff determined that the potential project opportunity <br /> warrants taking the grant step at this time. <br /> RECOMMENDATION <br /> Adopt the attached resolution authorizing the submittal of an application to the California <br /> State Department of Housing and Community Development for BEGIN grant funding. <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action. Should the project proceed, the City <br /> may elect to make financial contributions to accommodate affordable housing units. <br />
